全国支票影像交换系统业务处理手续 全国支票影像交换系统业务处理手续(试行) 第一章 提出行的处理 一、受理支票的处理 ,一,凭证审查。 持票人开户银行收到持票人送来的支票和三联进账单时～应认真审查: 1(支票票面是否记载银行机构代码, 2(支票金额是否超过中国人民银行规定的影像支票业务的金额上限, 3(支票是否是统一规定印制的凭证～支票是否真实～是否超过提示付款期限～是否为远期支票, 4(支票填明的持票人是否在本行开户～持票人的名称是否为该持票人～与进账单上的名称是否一致, 5(出票人的签章是否符合规定, (支票的大小写金额是否一致～与进账单的金额是否相符, 6 7(支票必须记载的事项是否齐全～出票金额、出票日期、收款人名称是否更改～其他记载事项的更改是否由原记载人签章证明, 8(背转让的支票～其背书是否连续～签章是否符合规定～背书使用粘单的是否按规定加盖骑缝章, 9(持票人是否在支票的背面作委托收款背书。 ,二,回单退还。 提示付款的支票存在下列情形之一时～开户银行应拒绝受理。 1(未记载银行机构代码, 2(支票金额超过规定上限, 3(未按中国人民银行统一规定印制, 4(支票凭证不真实, 5(超过提示付款期, 6(远期支票, 7(持票人未在本行开户, 1 8(签章不符合规定, 9(大、小写金额不符, 10(票据必须记载事项记载不全, 11(不得更改事项更改或可更改事项未按规定更改, 12(出票人在支票正面记载“不得转让”的支票已背书转让, 13(背书不连续, 14(使用粘单未按规定加盖骑缝章, 15(持票人未作委托收款背书, 16(背书不符合规定, 17(出票日期使用小写数字填写, 18(因票面污损导致必须记载事项无法辨认, 19(《支付结算办法》规定的其他拒绝受理事项。 对拒绝受理的支票～持票人开户银行应制作一式二联拒绝受理通知书,见附1,～加盖业务公章后一联连同支票和进账单一并退持票人～一联留存～定期归档。 凭证审查无误的～在第一联进账单上签章后作为回单退还给持票人～在第二联进账单上加盖“收妥后入账”的戳记。 二、发起支票影像信息的处理 ,一,分散接入模式提出行的处理。 1(不具备影像采集条件提出行的处理。 分散接入影像交换系统、且不具备影像采集条件的提出行对审核无误的支票按下列步骤进行处理: ,1,在支票规定区域加盖票据交换专用章,见附2,, ,2,编制提出支票清单,见附3,, ,3,登记提出支票业务登记簿, ,4,专夹保管二、三联进账单, ,5,按规定及时将提出支票清单连同支票一并送交当地票据交换所, 2 ,6,收到票据交换所采集影像后返回的支票～与进账单匹配～一并专夹保管。 2(具备影像采集条件提出行的处理。 分散接入影像交换系统、且具备影像采集条件的提出行～对审核无误的支票按下列步骤进行处理: ,1,在支票规定区域加盖票据交换专用章。 ,2,采集支票影像。如实物支票未附粘单的～影像信息包括支票的正反两面,如实物支票附粘单的～影像信息包括支票的正面和最后一手委托收款背书的粘单。 ,3,通过本行行内系统或专用外挂软件录入、复核支票电子清算信息～其中“票据号码”项仅录入实物支票号码后8位～收款人和付款人名称应与票面记载一致。 ,4,将电子清算信息与影像信息匹配无误后～按照规定格式组成支票影像业务报文～经数字签名后转存磁介质。 ,5,编制或通过专用外挂软件打印提出支票清单。 ,6,登记提出支票业务登记簿。 ,7,将支票和进账单配对专夹保管。 ,8,按照规定的交换场次和交换时间将磁介质连同提出支票清单一并送交票据交换所。 ,二,集中接入模式提出行的处理。 1(直联方式提出行的处理。 提出行采用集中接入直联方式的～对审核无误的支票按下列步骤进行处理: ,1,在支票规定区域加盖票据交换专用章, ,2,比照第二点第(一)项第2目中(2)的方法采集支票影像, ,3,通过本行行内系统或专用外挂软件录入、复核支票电子清算信息～其中“票据号码”项仅录入实物支票号码后8位～收款人和付款人名称应与票面记载一致, 3 ,4,将电子清算信息与影像匹配无误后～登记支票业务登记簿～按规定格式生成支票影像业务报文～经数字签名后～发送影像交换系统。 2(间联方式提出行的处理。 提出行采用集中接入间联方式的～对审核无误的支票按下列步骤进行处理: ,1,在支票规定区域加盖票据交换专用章, ,2,比照第二点第(一)项第2目中(2)的方法采集支票影像, ,3,通过本行行内系统或专用外挂软件录入、复核支票电子清算信息～其中“票据号码”项仅录入实物支票号码后8位～收款人和付款人名称应与票面记载一致, ,4,将电子清算信息与影像匹配无误后～登记支票业务登记簿～按规定格式生成支票影像业务报文～经数字签名转存磁介质后～通过影像交换系统前臵机客户端上传至前臵机。 三、收到小额支付系统支票业务回执的处理 ,一,银行业金融机构作为提出行的处理。 小额支付系统前臵机收到城市处理中心,CCPC,发来的支票回执业务包～核验地方押无误后向CCPC返回确认信息～若核押错误～则做拒绝处理。 对于采取直联方式接入小额支付系统的提出行～小额支付系统前臵机,MBFE,将支票回执业务包直接发送至行内系统进行处理,采取间联方式接入小额支付系统的提出行根据接收到的支票回执业务包～使用中国人民银行规定格式的来账清单或统一印制的来账凭证打印支付信息～提交行内系统进行处理。 1(贷记持票人账户的处理。 提出行行内系统对回执确认付款的～匹配并销记“提出支票业务登记簿”后～进行账务处理。其会计分录为: 借:待清算支付款项 贷:××存款—××户 行内系统或小额支付系统MBFE打印的来账清单或来账凭证作为贷记收款人账户的凭证～同时从专夹保管的支票和进账单中抽出已回执业务的进账单～第 4 二联作来账凭证的附件～第三联加盖转讫章作收账通知交持票人。专夹保管的支票定期归档～留存备查。 2(资金清算的处理。 提出行行内系统收到已清算通知后进行账务处理。其会计分录为: 借:存放中央银行款项 贷:待清算支付款项 3(退票的处理。 对拒绝付款的回执～提出行匹配并销记提出支票业务登记簿后～经行内系统或小额支付系统前臵机客户端打印退票理由书,见附4,一式二联～一联加盖业务公章连同支票和进账单一并退还持票人～并办理签收手续～一联留存归档。 ,二,中国人民银行,库,作为提出行的处理。 中国人民银行ABS、TBS系统接收CCPC发来的支票回执业务包～核验地方押无误后～向CCPC返回收妥确认信息。若核押错误～则做拒绝处理。 1(贷记持票人账户的处理。 中国人民银行ABS、TBS接收CCPC发送的已清算通知～匹配并销记提出支票业务登记簿后～进行账务处理。其会计分录为: 借:小额支付往来—人民银行××行,库,户 贷:××科目—××户 2(退票的处理 比照第三点第(一)项第3目进行处理。 四、逾期未收到小额支付系统业务回执的处理 提出行在规定时间内未收到支票业务回执的～应主动通过影像交换系统向提入行发出查询,支票提示付款期届满仍未收到支票业务回执的～提出行可将实物支票退还持票人并办理签收登记。支票退还持票人后收到支票业务回执～回执确认付款的～按来账贷记收款人账户～并通知持票人交回退还的支票,回执拒绝付款的～打印退票理由书交持票人。 第二章 票据交换所的处理 5 一、提出行票据交换所的处理 ,一,收到实物支票的处理。 1(支票交接的处理。 票据交换所收到提出行提交的实物支票时～应对下列事项进行审核: ,1,支票交换包是否密封完好, ,2,提出支票清单是否一式二联～提出行是否签章～内容是否齐全, ,3,提出支票清单记载的张数与实物支票张数是否相符。 审核无误的～票据交换所将提出支票清单一联签章后退提出行～另一联作为录入电子清算信息的依据。审核有误的～拒绝受理。 2(支票影像采集的处理。 影像信息采集包括支票的正反两面,如实物支票附有粘单的～影像信息采集包括支票的正面和最后一手委托收款背书的粘单。 3(支票影像信息生成的处理。 票据交换所根据提出支票清单和实物支票～通过专用外挂软件录入、复核支票的电子清算信息～其中“票据号码”项仅录入实物支票号码后8位～收款人和付款人名称应与票面记载一致。无误后～按提出行行号、支票号码、金额、提入行行号、出票日期将电子清算信息和影像信息进行匹配～数字签名后按规定格式生成支票影像业务报文～通过前臵机客户端上传前臵机。 4(票据交换所前臵机的处理。 前臵机对提出支票影像业务报文进行合法性检查～对报文中的数字签名进行验证～检查和验证通过的～登记支票业务登记簿～发送分中心,检查和验证未通过的～则拒绝处理。业务处理完毕后打印提出业务清单一式二联。 5(返还提出支票的处理。 票据交换所完成对提出支票业务的处理后～将一联提出业务清单签章后连同提出的实物支票装入票据专用包密封后返还提出行～并办妥交接手续。另一联提出业务清单与提出支票清单留存～定期归档。 ,二,收到磁介质文件的处理。 6 票据交换所收到提出行提交的磁介质文件和一式二联提出支票清单～对磁介质文件进行病毒检查后上传前臵机。磁介质文件发现下列情形之一的～退回提出行: 1(磁介质文件损坏或丢失, 2(磁介质文件合法性检查或数字签名验证失败。 检查和验证通过的～登记支票业务登记簿～发送分中心。同时打印提出业务清单一式二联～与提出支票清单一并签章～一联提出业务清单与一联提出支票清单退提出行,另一联提出业务清单与一联提出支票业务清单留存～定期归档。 二、提入行票据交换所的处理 票据交换所前臵机收到分中心发送的支票影像业务报文～对数字签名进行验证。验证通过的～登记支票业务登记簿～同时导出磁介质文件～打印提入业务清单一式二联～一联签章后连同磁介质文件交提入行～一联留存～定期归档,验证未通过的～将错误信息写入支票影像业务报文并转发提入行。 第三章 分中心和总中心的处理 一、提出行分中心的处理 提出行分中心收到提出行或票据交换所前臵机的支票影像业务报文后～进行合法性检查并对数字签名进行验证。检查和验证通过的～登记支票业务登记簿～对区域内支票业务～设臵支票回执期限日期,T+N,～将支票影像业务报文直接发送提入行或票据交换所前臵机,对全国支票业务～将支票影像业务报文转发总中心。 检查和验证未通过的～返回拒绝回执至提出行或票据交换所前臵机。 二、总中心的处理 总中心收到提出行分中心的支票影像业务报文后～进行合法性检查并对数字签名进行验证。检查和验证通过的～登记支票业务登记簿～设臵支票回执期限,T+N,～将支票影像业务报文转发提入行分中心。检查和验证未通过的～返回拒绝回执至提出行分中心。 三、提入行分中心的处理 7 提入行分中心收到总中心的支票影像业务报文后～对数字签名进行验证～验证通过的～登记支票业务登记簿～将支票影像业务报文转发提入行或票据交换所前臵机,数字签名验证未通过的～将错误信息写入支票影像业务报文并转发提入行或票据交换所前臵机。 第四章 提入行的处理 一、出售支票的处理 银行出售支票时～应在支票右下角支付密码栏下方加盖付款银行的银行机构代码,见附2,。 二、接收支票业务的处理 ,一,分散接入模式提入行的处理。 提入行接收当地票据交换所传送的提入支票影像信息清单和磁介质文件。 将磁介质文件导入行内系统或外挂软件验证数字签名后～解析磁介质文件并登记提入支票业务登记簿。 ,二,集中接入模式提入行的处理。 直联方式下～提入行行内系统收到分中心发来的支票影像业务报文后～进行解析处理～并登记提入支票业务登记簿。 间联方式下～提入行前臵机收到分中心发来的支票影像业务报文后～通过磁介质导入行内系统进行解析处理～并登记提入支票业务登记簿。 三、核验支票的处理 提入行对接收的支票影像业务报文按印鉴核验方式或支付密码核验方式进行核验处理。具体如下: ,一,印鉴核验方式。 采用印鉴核验方式的～可使用电子验印系统～核验依据以签章为主～支票影像其他要素为辅。提入行收到支票影像业务报文后～检查支票印鉴与预留印鉴是否相符。检查通过后对下列信息进行审核: 1(支票的大小写金额是否一致, 2(支票必须记载的事项是否齐全, 8 3(持票人是否在支票的背面作委托收款背书, 4(电子清算信息与支票影像内容是否相符, 5(出票人账号、户名是否相符, 6(出票人账户是否有足够支付的款项。 审核无误的～进行确认付款处理,审核有误的～进行拒绝付款,退票,处理。 ,二,支付密码核验方式。 采用支付密码核验方式的～应与出票人事先签订协议约定使用支付密码作为审核支付支票金额的依据。提入行收到支票影像业务报文后～检查支付密码是否正确。检查通过后～比照印鉴核验方式进行信息审核。 四、发起回执的处理 ,一,确认付款的处理。 支票核验通过后～提入行确认付款的～立即进行账务处理。其会计分录为: 借:××存款—××户 贷:待清算支付款项 扣款成功后～提入行应在规定期限,T+N,内～通过小额支付系统发起支票影像业务确认付款回执。 提入行收到小额支付系统已清算通知时进行账务处理～其会计分录为: 借:待清算支付款项 贷:存放中央银行款项 未参加小额支付系统的提入行～由其代理行通过小额支付系统发送确认付款回执～并进行相应账务处理。 ,二,拒绝付款,退票,的处理。 提入行对提入的支票进行核验～存在下列情形之一的～可作退票处理: 1(大、小写金额不符, 2(支票必须记载的事项不全; 3(出票人签章与预留银行签章不符, 9 4(约定使用支付密码的～支付密码未填写或错误, 5(持票人未作委托收款背书, 6(电子清算信息与支票影像不相符, 7(出票人账号、户名不符, 8(出票人账户余额不足以支付票据款项, 9(重复提示付款, 10(非本行票据, 11(出票人已销户, 12(出票人账户已依法冻结, 13(持票人已办理挂失止付或已收到法院止付通知书, 14(持票人开户行申请止付, 15(数字签名或证书错误。 提入行应在规定期限,T+N,内～通过小额支付系统发起支票影像业务拒绝付款回执。 未参加小额支付系统的提入行～委托其代理行通过小额支付系统发送拒绝付款回执。 第五章 日终及年终处理 一、日切处理 影像交换系统日切时点～总中心向下级节点下发工作日期变更通知～并进行总中心日切处理。各分中心和前臵机收到日切通知后～立即进行日切处理。 日切后～影像交换系统进入次日业务处理～总中心、分中心、前臵机以及其他相关节点继续受理业务。 二、日终处理 ,一,业务核对的处理。 日切后～总中心、分中心、前臵机等相邻节点自上向下依次进行业务核对。 总中心与分中心实施全国业务核对～分中心与前臵机实施全国和区域业务的核对。 10 上级节点对所辖下级节点分别生成当日支票业务汇总核对报文～依次下发。下级节点在收到支票业务汇总核对报文后～与本节点的汇总信息核对。 如核对不相符～校对明细～并向上级节点发送支票业务影像信息明细下载申请报文。上级节点收到申请报文后～下发原业务报文～下级节点收到后以上级节点下载信息为准进行调整。 本节点核对相符后启动与下级节点核对的处理流程。 ,二,信息归并的处理。 分中心切换到T日完成T-1日业务核对处理后～将本区域内T-1日转发的支票业务生成归并报文～上传总中心。总中心接收归并报文后～提取支票业务报文～记入支票业务登记簿～纳入与小额支付系统支票回执的匹配销记处理。 ,三,登记簿销记的处理。 1(总中心的处理。 总中心收到小额支付系统支票业务回执后～建立支票业务回执登记簿～与支票业务登记簿进行匹配销记处理。 总中心销记完成后～对销记的支票业务～按分中心生成业务状态更新通知报文并下发。对当日收到的支票回执下发相应分中心全国业务下发提出、提入行所属分中心～区域业务下发相应分中心。 2(分中心的处理。 分中心收到总中心下发的业务状态更新通知报文后～依照报文业务状态～修改本节点支票业务登记簿业务状态。完成后～按其下属节点分别生成对应的业务状态更新通知报文并下发。收到的支票业务回执登记支票业务回执登记簿。 3(前臵机的处理。 前臵机收到上级节点的业务状态更新通知报文后～匹配本节点支票业务登记簿～修改业务状态。 三、年终处理 影像交换系统年终处理同日终处理。 第六章 业务止付的处理 11 一、提出行和票据交换所发出止付申请的处理 分散接入的提出行对需要止付的支票业务～应立即制作止付申请书,见附5,一式两份～签章后～先通过电话、传真方式通知票据交换所～次场交换再将一份止付申请书送交票据交换所～另一份留存。票据交换所收到提出行提交的止付申请书后～立即按规定的格式通过影像交换系统前臵机发起支票业务止付申请报文。 对需要止付的支票业务～集中接入的提出行按规定的格式通过行内系统或影像交换系统前臵机客户端发起支票业务止付申请报文。 影像交换系统前臵机发起止付申请时～自动登记止付申请及应答登记簿～并检查被止付支票业务是否已销记。已销记的～返回拒绝止付的应答报文～并销记止付申请及应答登记簿,未销记的～将止付申请报文发送分中心。 二、分中心、总中心接收和转发止付申请的处理 分中心收到止付申请报文后～自动登记止付申请及应答登记簿～并检查被止付支票业务是否已销记。被止付业务已销记的～向影像交换系统前臵机返回拒绝止付的应答报文～并销记止付申请及应答登记簿。被止付业务未销记的且提出行与提入行属于同一分中心的～将止付申请报文转发提入行,提出行与提入行不属于同一分中心的～将止付申请报文转发总中心。 总中心收到止付申请报文后～自动登记止付申请及应答登记簿～并检查被止付支票业务是否已销记。被止付业务已销记的～向影像交换系统前臵机返回拒绝止付的应答报文～并销记止付申请及应答登记簿。被止付业务未销记的～将止付申请报文转发提入行分中心。 提入行分中心收到总中心转发的止付申请报文后～自动登记止付申请及应答登记簿～并转发提入行。 三、提入行和票据交换所的处理 提入行、票据交换所影像交换系统前臵机收到止付申请报文后～自动登记止付申请及应答登记簿。 12 票据交换所收到影像交换系统发来的止付申请报文～打印一式两份止付申请书～签章后～一份留存～一份及时提交提入行,或先通过电话、传真方式通知提入行～再将一份签章的止付申请书提交提入行。 提入行收到止付申请报文～应立即进行止付应答处理,止付应答书见附6,。未向小额支付系统发出支票业务回执的～立即办理止付～通过影像交换系统发出“同意止付”应答。已通过小额支付系统发出支票业务回执的～如拒绝付款～应立即通过影像交换系统发起“同意止付”应答,如同意付款但未纳入轧差的～应立即申请撤销～撤销成功后办理止付并通过影像交换系统发起“同意止付”应答,如同意付款且已纳入轧差～不予止付并通过影像交换系统发起“拒绝止付”应答。提入行在收到止付申请报文的当日至迟次日10:00前发出应答报文,并自动销记止付申请及应答登记簿。同意止付的～应通过小额系统发出拒绝付款回执。 四、分中心、总中心接收和转发止付应答的处理 提入行分中心、总中心、提出行分中心将提入行返回的拒绝止付或同意止付的应答报文依次转发至提出行～并自动销记止付申请及应答登记簿。 五、票据交换所和提出行收到止付应答的处理 票据交换所收到止付应答书后～打印一式两份止付应答通知书～签章后～一份留存～一份先通过电话、传真方式通知提出行～次场交换再提交提出行。 提出行收到拒绝止付或同意止付的应答后～销记“止付申请及应答登记簿”。 六、止付业务信息的统计监测 影像交换系统总中心、分中心可对办理止付业务的情况进行统计和监测。 第七章 查询查复的处理 查询查复是正确办理影像交换系统业务的重要工作～是确保系统安全、高效运行的有力保障。处理查询查复要求、严谨、及时、准确。办理影像交换系统的查询查复业务必须做到“有疑必查～有查必复～复必详尽～切实办理”。 一、查询行和票据交换所发出查询的处理 采取分散方式接入影像交换系统的查询行对接收或发出的支票业务有疑问～以及受理客户的查询事项～需进行查询的～制作一式两份查询书,见附7,～ 13 签章后～将一份查询书送交票据交换所～另一份留存。票据交换所收到查询行提交的查询书～指定专人立即将查询书录入发送支票影像交换系统前臵机。 采取集中方式接入的查询行～直接通过行内系统或影像交换系统前臵机客户端将查询书发送至前臵机。影像交换系统前臵机收到查询自动登记查询查复登记簿～并实时转发分中心。 二、分中心、总中心接收和转发查询的处理 查询行分中心、总中心、查复行分中心收到查询后～自动登记查询查复登记簿～并实时转发。 三、查复行和票据交换所发起查复的处理 查复行、票据交换所影像交换系统前臵机收到查询报文后～自动登记查询查复登记簿。票据交换所收到影像交换系统发来的查询申请～打印一式两份查询书～签章后～一份留存～一份及时提交查复行～并办妥交接手续。 查复行收到查询后～提交业务人员确认～业务人员依照查询书的内容～查明情况和原因。对更正支票业务要素的查询～必须严格以客户提交的原始凭证的记载内容为依据查复。报业务主管审核同意～在当日至迟下一个法定工作日上午10:00前发起查复信息。 采取分散方式接入的查复行将一份查复书,见附8,送交票据交换所～另一份留存。票据交换所收到查复行提交的查复书～指定专人立即将查复书录入发送影像交换系统前臵机,采取集中接入的查复行～通过行内系统或影像交换系统前臵机客户端发起查复信息。 四、分中心、总中心接收和转发查复的处理 查复行分中心、总中心、查询行分中心对查复信息依次转发至查询行或票据交换所～并自动销记查询查复登记簿。 五、查询行和票据交换所接收查复的处理 查询行、票据交换所影像交换系统前臵机收到查复报文后～自动销记查询查复登记簿。票据交换所通过影像交换系统前臵机打印一式两份查复书～签章后～一份留存～一份及时提交查询行～并办妥交接手续。 14 查询行收到查复信息～经业务主管审核后～立即按照有关规定处理或通知客户。 六、查询查复信息的保管 查复书附原查询书后匹配保管。如必须以查复书做凭证附件的～可再次打印或在原查询书上注明查复情况和本行处理结果以及该笔业务的日期、科目、编号等。 查询查复登记簿的电子信息至少联机保留30个系统工作日～超过联机保存期限的～必须以磁介质方式保存～归档保管～以备存查。 七、查询查复信息的统计监测 总中心、分中心可对未在规定时间内进行查复的相关信息进行统计监测。 第八章 业务收费的处理 一、计费对象 影像交换系统采取分级计费模式～总中心以分中心和集中接入的银行机构为计费对象、分中心以票据交换所和集中接入的银行机构为计费对象、票据交换所以提出行、提入行为计费对象。 二、计费范围 影像交换系统对通过影像交换系统发起和接收的业务进行计费。 影像交换系统自动发出或接收的各类控制报文不计费。 影像交换系统对计费的对象、标准、报文种类等实行参数化管理～总中心、分中心和票据交换所可以根据管理需要灵活设臵。 三、计费标准 ,一,计费周期。 影像交换系统按月进行计费～月末日业务结束后影像交换系统自动完成本计费区间的计费处理。 ,二,计费标准。 1(对支票业务按笔收取费用, 2(对查询业务、止付申请业务以及自由格式等信息业务按笔收取费用, 15 3(对通过影像交换系统办理的各类业务区分发起方、接收方设臵不同的基础费率和区域、全国业务收费比率, 4(根据业务需要～总中心可以按分中心、时间段、月累计业务量设臵不同的计费标准,分中心可以按票据交换所、时间段、月累计业务量设臵不同的计费标准。票据交换所可以按行别、时间段、月累计业务量设臵不同的计费标准。 ,三,计费公式。 1(总中心向分中心收费的计算公式。 分中心应缴费用,,支票业务费用，信息业务费用,×分中心收费比率 ,1,支票业务计费公式。
