????????????「????」?????、????????????????????????? ? 、?????????????????? ????????????、????、????「??????? ??????????」 ?????????????? -43- The Real State of the Local Administration in the Yung，・cheng薙正lPeriod Ichisada Miyazaki It has been known that the Yung-cheng emperor paid special attention to the local administration and adopted some new policies for it. Here the author asks what degree the emperor's intentions were realized. He tri白 tooffer an answer through analysing Lan Ting-yuan藍鼎元'sLu-chou- kung剖 E 鹿州公案， i.e. the original records of the struggle against the interrupters of his administration when he was Chih-hsien知県系 atP'u・ning and Chao-yang prefecture， Chao-chou-fu潮州府， Kuang-tung康東 province. Most disturbances were arose from the activities of Shu-li膏史， Tu・hao 土豪， Wo・tao嵩盗 andSung-shih訟師.Inspiteof victoryover them， he was removed from his post because of his chief's unreasonable hatred. However the emperor did not leave such a talented 0伍certosuffer unjustly. Later he was restored his honor and promoted to Chih・fu知府 Theauthor concludes from the above story that the emperor's efforts for the local administration had actual results in practice. Government School Inspectors撃臣 inthe Yung-cheng Period Toshikazu Araki The most important duties of government school inspectors were to give some of the government examinations and to preside over all educa- tional affairs in every province. Even the provincial governor could not interfere with their rights of examination and education， because they were dispatched by the emperor. The Ch'ing-kuo・hsing-cheng・fa 清園行政法 vol. 3， (p. 491) explains that they were generally selected from among 0伍cialsof the Han-lin Academy. But at the beginning of the Ch'ing dynasty (i.e. in _ the reigns of Shun-chih順治 andK'ang-hsi康照]， 0伍cialsof the Han-lin Academy were seldom appointed to the post， and the local of五cialswere often selected. In 1727， the Yung-cheng emperor decided to select them chiefty from among o伍cialsof the Han-lin Academy， in dder to centralize provincial rights of education. In fact， the reign of the emperor was a transition from the political system of the Manchus to that of modern Chinese despotism. -1-
