Click the menu bar | Environment | Environment 农业技术推广是推动经济发展的重要途径之一,是由我国的基本国情和社会发展需要决定的,有着它的必然性。深化农业技术推广,向农民朋友推广经济效益好、营养价值高的农作物产品,调整并优化农业结构,提高农产品的质量和经济效益,努力增加农民朋友的收入,是新时期的农业技术推广工作的目的和要求。 十六届三中全会通过的《关于完善社会主义市场经济体制的决议》 指出要“深化农业科技推广体制和供销社改革，形成社会力量广泛参与的农业社会化服务体系”。 我国农业已经进入了新的发展阶段，科技进步越来越重要。而农业技术推广服务又是农业科技进步的重要支柱，是实现农业工业化、产业化、现代化的基本保证。针对我国现行农业技术推广体制存在的问题，必须加强政府对农技推广的支持，深化农业技术推广机制改革，创新农业技术推广组织，形成社会化的农业技术服务体系，以适应新时期农业经济发展的需要。 一、当前农业技术推广的现状 我国的农业技术推广体系是在长期计划经济体制下形成的，随着我国市场化进程的推进和市场需求格局的变化，我国农业技术的推广面临着一系列的问题，影响了农业技术对推动农村经济发展的作用。据有关部门测算，我国畜禽发病死亡每年直接经济损失达238亿元，相当于畜牧业总产值的2.82%，农民平均年损失26.44元。猪、禽的死亡率每降低一个百分点，农民人均将减少损失1.87元，按出栏后的价值计算，人均可增收9.76元。另据测算，如果我国通过推广先进技术，是我国化肥利用率达到发达国家的水平，每年可以节省成本252亿元，亩节省成本12.9元;如果使我国农药的利用率达到发达国家水平，每年可以节省成本90亿元，亩节省成本4.6元。 (一)农业推广资金投入不足，制约着推广力度。发达国家农技推广经费一般占到农业总产值的0.6,,1.0,，发展中国家也在0.5,左右，但我国不足0.2,，人均经费更少。因经费不足等原因，部分地方政府“卸包袱”，出现了“线断、网破、人散”的被动局面。 (二)我国农民对现代农业高新技术接纳能力差，并且缺乏采用新技术的需求动力，影响农业新技术成果推广转化质量。一方面，农民的文化素质制约了他们对高新技术的接纳能力。另一方面，在农业内部，作为市场主体的农户更加懂得比较科技投入的成本和预期收益，只有当他们认为预期收益高于预期成本时才会选择新的生产技术，农业科技使用的高风险性又使得他们在有限的资本和劳力的投向上显得更为谨慎，农户对可替代的新技术选择反应迟钝，缺乏内在的需求动力。 (三)传统的农业科技推广从推广项目选择机制、技术上不能适应变化中的农户生产需求。长期以来，我国农业科研、推广基本是以提高农产品数量为主要目标。现代农业面对的是一个买方市场，消费需求多样化，品质高端化，农业生产处于大的结构调整中，同时作为农业技术推广的最终接受者的农户随着生产与经营行为的改变，他们对技术需求的行为也发生变化，主要体现在对传统的粮食生产技术需求迫切性下降，而对经济作物生产技术的需求逐步增加;由原来对高产技术的需求对优质技术的需求，由节 | Env le. Select [login rule] button above the [rul2ironment | Environment 约资金技术的需求转变为节约劳动技术的需求。但现行的农业技术扩散机制是以提高农作物特别是粮食作物的产量为主要目标，建立在“地区目标群体的社会经济条件具有完全同质性”这一假设基础之上的，自然不能同农户的生产需求相适应。 (四)农业技术推广队伍积极性不高，影响农技推广效率。在现行农业推广下，农业技术推广及开发的速度，效果，服务质量，最后效益不能和推广主体的努力程度或付出挂钩，农业制度对农业科技进步缺乏有效的激励机制。 (五)农民居住地分散，组织化程度低，村委组织功能弱化，农业技术推广缺乏有效的渠道。我国农业经营存在分散性的特点:农业涉及2亿多个农户。农业生产的高度分散性，农民组织的缺失，使得技术推广成本高，导致技术与产业的割裂。 二、深化农业技术推广体系的对策 (一)推进农业技术推广的制度创新 一是确立农民对技术需求的主体地位，提高农民采纳农业新技术的自愿性。农民是农业经营主体，也是农业技术的需求主体，市场主体。采纳新的农业技术应该是农民市场经营的理性选择。传统观念通常是从技术供给者的角度看问题，把农业技术推广的过程仅仅看作是向农民提供农业技术的过程，把农民看作是农业技术的被动消费者，而没有对农民的技术需要给予足够的关注，缺乏农业技术推广的针对性。因此，今后要注重建立农民参与选择推广技术的机制，改变“你给的我不要，我要的你没有”的技术供给状况。作为政府的职能部门的农业推广部门应该及时地把市场需求的正确信息、先进技术传递给农民，让农民自己选择，引导千家万户自愿采纳农业新技术。 二是解决农业推广体系中激励机制的缺位问题，广泛采取市场化的激励手段，进行推广机制的创新，大力调动农民、企业等社会力量参与农业技术推广工作的积极性。在现行农技推广机制下，农业技术成果转化还缺乏市场激励机制，技术人员和推广人员的工作还有较强的计划经济色彩，没有有效的利益诱导机制，其工作的好坏不是通过市场机制来引导的，许多推广工作也就难免流于形式，不能让农民满意。农业技术推广体系机制的完善，关键在于解决推广主体的激励问题，创新农技推广机制。比如支持农技推广机构和农技人员开展技术承包、有偿服务、可订立“超产提成、减产赔偿”;通过股份制等市场化手段创办科技示范园区，展示名优品种、高效生产模式，带动农民跟进。福建南平市的“农业科技特派员制度”就是非常值得推广的措施，它能使科技人员与农业生产者形成利益共同体，而长期有效的合作，实现科研机构与农业生产者的“双赢”。 (二)推进农业技术推广的组织创新，形成社会力量广泛参与的农业技术社会化服务体系。 1.是创新农业推广体系，发挥政府农技推广队伍的骨干作用。农技推广体系具有不可替代的社会公益性职能，它是农业社会化服务体系的主体。由政府建立一支履行公益职能的农技推广队伍，不但是我- set the environment for the 1th floor sections to be seen. Then open the barcode generator for the barcode002 国农业和农村经济发展的客观需要，也是绝大多数国家农业发展的共同经验。现行的农业科技推广工作必须更新观念和进行机制创新，结合农业产业结构调整，按照市场经济发展要求，把服务领域由产中向产前、产后延伸，由单项向综合服务延伸，利用技术和信息引导农民进入市场，参与并促进农业产业化经营。政府的技术推广等可以委托协会等为农服务组织进行。农技、农经、农机等站所可以改制或精简后划归协会等组织管理。各级推广机构在切实履行公益性职能的前提下，可以兴办经营实体，实行“一站两制”、股份制和股份合作制等新的管理运行机制。 2.是鼓励企业、农民等参与农业技术推广，大力培育多种成分、多种形式的农技服务组织，形成社会力量广泛参与的农业技术社会化服务体系。农技推广主体逐渐走向多元化，农业科研、教育单位广泛地面向农村，开展科技成果开发、推广活动;农业企业越来越多地开展技术推广服务工作;各种农民技术协会、种养大户也成为农业技术推广服务领域的重要力量。各级农业管理部门和政府农技推广机构要支持这些组织和企业的发展，鼓励它们以多种形式向农民推广技术，对农民进行。加强农业科研、教育、推广部门之间的联合，推动跨地区、跨专业推广机构的横向协作，拓宽科技下乡的渠道，加速科技成果转化。注意发挥各类农技推广服务组织的作用，建立多方合作机制。 3.是把技术推广与提高农民组织化程度密切结合起来，降低农业技术推广成本，降低在技术市场交易中的交易成本,提高推广效率。我国农业涉及2亿多农户，规模小，高度分散。农业推广体系直接面向经营规模小、高度分散的农户进行高新技术推广，成本高，效果低。单个农户直接参与农业技术市场 形成“技术推广站(农交易，由于经营规模的限制，技术交易成本非常高。通过提高农民组织化程度, 业科研单位等)——农民专业化合作组织——农户”的推广模式，使农民专业化合作组织成为联接农业技术推广主体和农户的桥梁，则能降低推广成本和技术交易成本，有效提高新技术的推广效果。从“技术推广站(农业科研单位等)——农民专业化合作组织”这个技术转移过程来看，一方面合作制度保证了成员在技术获取过程中费用较低;另一方面，其组织制度保证了各成员在选择决策中的主体作用，保证了技术的适用性;其次,农民专业合作组织由于聚集了更多的能人，接纳高新技术的能力更高。从 “农民专业化合作组织——农户”这个技术扩散过程来看, 是农民自己来传播农业技术，其产生良好的效果是其它推广组织和推广手段难以替代的，主要原因在于传播者本人也是农民，具有与他人相同的社会背景和社会关系结构,了解当地实情和农民实际，因此容易为农民所认同和接纳，特别是如果他们在接受信息后再加以利用，并取得良好绩效，这种“再传播”的影响力不言而喻.所以，通过农民专业协会来推广、普及农业技术，容易做到实用性更强，费用更低，影响更大，更为农民所乐于接受，从而实际效果更为显著。 (三)加强政府对农业技术推广的保障和支持 农业科技推广是一个庞大的系统工程，能否更好发挥作用和发挥更大作用，除了农业技术推广体系自身要深化改革、创造条件外，还需要各级政府、社会各界的大力支持和配合，也需要相应的政策措施、 -brary, righthe liIf Tray 1 out of the library, select the tray popup menu [IOSection Library instructionmenu (1 layer). From 2 out of the tray after it has been transferred to the transit po-click with the mouse on the tray in the pop 资金支持等外部环境和条件作为坚强的后盾。 1.是加强政府财政支持力度，增加农技推广资金投入。一要建立农业科技推广专项基金，并能逐步制度化地增加财政支农资金用于农技推广的份额。二要利用“绿箱”政策，调整支农资金投入结构:按照WTO的原则，减少政府对农业生产、流通领域的直接资金投入，按绿箱政策增加对农业科研、教育、推广等领域的资金投入，使政府对农业技术推广的资金达到国际平均水平。 2.是加强农业教育和农民技术培训，把教育、研究、推广紧密结合起来。农业科技创新成果的转化，农业劳动生产率的提高，与农民科学文化素质关系极大。可以说，农民教育是农业科技扩散的基础。今天的农业教育，就是明天的农业科技，就是后天发达的农业经济。离开农民素质的提高，农村技术的持续创新和整个农村经济的发展就必然是“无源之水、无本之木”。农技推广体系必须把提高农民素质或通过提高农民素质提升农产品的竞争力作为指导思想和基本目标，把技术推广融于提高农民素质的过程之中。同时，要抓好农民技术培训方式创新。要重视对农业劳动者的技术和技能培训，把提高农民的素质作为“科教兴农”、发展现代农业的一项重大措施。要深化农村教育方式的改革与创新，增加职业教育的比重，通过农业技术讲座、培训、函授、夜大等多种形式，大幅度提高亿万农民的科学文化素质和农业科技水平。二是农民素质的提高将是一个较长期的过程，在加强农民教育的同时，要创新推广理念、改进推广方式。我国农民整体文化水平低，又是一群最务实，最讲究实际，极注重经验，又相对保守，狭隘，改变他们的传统生产方式更需要通过事实进行演示。看得见，摸得着的东西他们才容易接受，纯理论性的东西他们很难也不愿意接受。因此，要创造条件建立农业科技示范推广基地，开展示范性农业技术培训。农业科技示范推广基地建设是加速科技成果转化的重要措施。 3.是加强农业技术推广人员的技术培训。基层农技推广人员长期工作在农业一线，直接为“三农”服务，要通过培训使他们不断更新知识，提高素质，适应农业产业发展的需求。 四是发展和引导农业技术市场，农业技术推广市场行为。目前,我国农业技术市场发育不足，技术中介组织、技术商业公司、技术承包商等发展远远滞后于农业生产的需要，农业技术市场性组织所承担的功能仅仅限于技术产品交易的功能和部分信息传播的功能，而在技术推广方面还没有发挥更大的作用。因此，要加强农业技术市场建设，促进农业技术转让。为农业科研机构、大专院校及民营科技企业的成果转化及市场化提供便利条件和措施保障;要通过各种途径发布农业技术成果、专利等技术转让信息，密切技术供需双方的关系。同时，通过法规、等规范市场主体的行为，进一步净化市场环境，提高农民对技术传播媒介的信任度，大力发展技术市场与技术传播推广市场性组织，促进技术推广市场化进程。 参考文献: 1(杜青林，《推进农业和农村经济改革与发展》,《学习时报》,2003年第212期. 2. 王 元、 胥和平、 刘冬梅，《农业新特点与农村科技战略选择》，《求是》，2003年第17期. transit point discharge, workers unloaded the goods.
