重庆城市管理职业学院青年志愿者协会认证工作条例 附件: 重庆城市管理职业学院青年志愿者协会 注册认证事务工作条例 (试行) 第一章 总 则 第一条 为加强重庆城市管理职业学院青年志愿者协会注册与认证 事务工作的管理，保障注册认证事务管理工作有序、规范的开展，根据《中国青年志愿者协会重庆市总队注册认证事务工作条例》(试行)相关内容，结合本校实际，特制定本条例。 第二章 机构设置与管理权限 第二条 重庆城市管理职业学院青年志愿者协会设立注册认证事务管理中心(以下简称注册认证中心)，负责重庆城市管理职业学院青年志愿者协会注册认证事务管理工作，注册认证中心由总队注册认证事务管理委员会直接管理。 第三条 注册认证中心为总队秘书处管理注册认证事务的直属办事机构，是青年志愿者协会第三方独立鉴定事务性工作机构，独立开展各项工作，青年志愿者协会不得干涉注册认证中心的相关认证管理工作。 第四条 注册认证中心设主任一名,副主任两名，注册认证中心干部的选拔和任用由学校团委任命。 第五条 注册认证中心应加强与青年志愿者协会合作，相互监督，平等互信，共同推进青年志愿者协会各项工作。 第三章 志愿者招募与注册管理 第六条 志愿者招募条件: consciousness of malfeasance at catching good honest, practical action into ideas and County, the County discipline Inspection Commission of the deployment and requirements, adhere to the County and the County discipline Inspection Commission report implementation of clean two responsibilities. 2. clear a gang two accountability responsibilities. Second, persist in combining focused inspections and special inspections, paying careful attention to supervision, implementation of the special inspection and the system of democratic appraisal of 1(重庆城市管理职业学院在校学生。 2(具备参加志愿服务的基本素质:热爱生活，遵守道德规范，无私奉献，高度团队精神，工作负责，善于沟通。 3(遵纪守法，自觉遵守校纪校规。 4(以上三条之一不符者，注册认证中心不予注册。 第七条 注册管理办法: 1. 每学年志愿者队伍招新阶段，各志愿者组织负责人将所在协会部门、二级院系青年志愿者部的自愿加入志愿者队伍人员信息统计完毕将纸质档案交到注册认证中心，电子档案发至注册认证中心指定邮箱cqcmczyz@163.com。 2. 注册认证中心汇总审核并制订合格人员名单存档，通知各协会部门、二级院系青年志愿者部对合格的志愿者申请人收取注册志愿者证书工本费，工本费以总队文件内容为准。 3. 注册认证中心将新申请志愿者名单及相关信息和注册志愿者证书工本费一并交至总队，待总队审核确认，颁发证书。 4. 总队将证书下发后，各协会部门、二级院系青年志愿者部在注册认证中心的指导下对注册志愿者证书进行相关信息的填写、加盖钢印。 5( 注册志愿者证书由各部门部长妥善保存，不发给志愿者本人，以便开展后续的注册认证相关工作。 6. 各志愿者证书保管者要严格遵守档案管理的规定，不得擅自把志愿者信息向非公安机关、国家安全机构的任何机构和个人透露。 第四章 认证事务管理 第八条 注册认证中心认证范围:岗位工作认证、认证、志愿consciousness of malfeasance at catching good honest, practical action into ideas and County, the County discipline Inspection Commission of the deployment and requirements, adhere to the County and the County discipline Inspection Commission report implementation of clean two responsibilities. 2. clear a gang two accountability responsibilities. Second, persist in combining focused inspections and special inspections, paying careful attention to supervision, implementation of the special inspection and the system of democratic appraisal of 服务时间认证、志愿者所获志愿工作荣誉认证。 第九条 用章:注册认证中心接到总队绶印后，由注册认证中心主任妥善保管，印章仅允许在公开注册认证时使用。 第五章 志愿者岗位工作认证 第十条 凡担任青年志愿者协会各部门、二级院系青年志愿者部副部长及其以上岗位工作的注册志愿者，以不领取报酬为目的从事各项管理工作，并取得正规的任职文件或聘书，在可提供原件查验的前提下，可提出岗位工作认证申请。 第十一条 注册认证中心接到岗位认证申请，在核实相关文件、料 后予以认证。 第六章 志愿者培训认证 第十二条 培训认证范围:对注册志愿者参加的非学业课程的包括手语技能培训、心理障碍疏导培训、社区康复专业知识培训、残障康复训练技能培训、环保绿色行动营培训、露营行动综合素质拓展培训、NGO能力建设培训、公益项目与管理、志愿者知识与技能讲座等与志愿活动有关的各项培训活动在内的培训进行认证。 第十三条 注册认证中心认真甄别核实培训相关结业证及证明后，予以认证。 第七章 志愿服务认证 第十四条 志愿服务定义:志愿服务是指志愿者利用自己的时间、技能、资源、善心为社区、社会、弱势群体等提供非盈利、无偿、非职业化服务和帮助的行为。 第十五条 志愿者每参加一项志愿服务，无论是集体组织还是个人行为，在提交规范的《注册青年志愿者服务反馈表》和《注consciousness of malfeasance at catching good honest, practical action into ideas and County, the County discipline Inspection Commission of the deployment and requirements, adhere to the County and the County discipline Inspection Commission report implementation of clean two responsibilities. 2. clear a gang two accountability responsibilities. Second, persist in combining focused inspections and special inspections, paying careful attention to supervision, implementation of the special inspection and the system of democratic appraisal of 册青年志愿者服务名单》后认证中心予以服务时间认证。 第十六条 服务时间认证程序: 志愿者组织或个人提出活动项目?报请青年志愿者协会监督?活动顺利开展?参加活动的组织或个人填写相关表格、整理相关提出认证申请?青年志愿者协会对活动内容、参与志愿者名单进行核实?注册认证中心进行认证加盖印章 第十七条 单个认证时间一般不得超过一天(8小时工作制)，如需一个活动多次认证须在认证申请中说明。 第十八条 服务时间认证定于每月的最后两个学习日集中进 行，当月开展的志愿活动未在该月及时提出申请的过后不再受理。 第八章 志愿服务荣誉认证 第十九条 注册志愿者因参加志愿服务所获得的校级、市级、国家 级等荣誉证书，注册认证中心在核实证书原件后，对复印件编号存档， 并在注册志愿者证书上准确填入相关信息，加盖印章认证。 第九章 志愿者组织关系转接 第二十条 志愿者因毕业关系或其他原因须离开学校的，可以办理 组织关系转接手续。 第二十一条 办理转接手续由本人提出，青年志愿者协会批准，注册 认证中心办理相关手续，出具服务总时数书面证明，如需跨省转接， 须报总队批准。 第十章 证书年检 第二十二条 注册认证中心每学年年底开展年检工作，对于年服务 时数未达到20小时的注册志愿者取消其注册志愿者资格。 consciousness of malfeasance at catching good honest, practical action into ideas and County, the County discipline Inspection Commission of the deployment and requirements, adhere to the County and the County discipline Inspection Commission report implementation of clean two responsibilities. 2. clear a gang two accountability responsibilities.
