Constitution
1. Registered Name:
伊斯蘭脫維善紀念中學The English equivalent is: Islamic Kasim Tuet Memorial
College Parent-Teacher Association, hereafter called, “The Association”.
Registered Address: 22 Tsui Wan Street, Chai Wan, Hong Kong
2. Objectives:
A. To enhance the cooperation between the school and the parents as well as to promote
mutual understanding
B. To make suggestions on matters related to school administration C. To work together with the school to improve the welfare of the students D. To promote the development of students’ general conduct and academic
achievements
3. Membership:
A. Ordinary Members: All parents or guardians of current students, the principal and all
teachers of the school shall be eligible to join the Association as Ordinary Members.
The whole family is counted as a unit for membership purpose, irrespective of the
number of children studying in the school, so that each family shall only be able to
exercise the voting power accorded to one ordinary member. In case the child of an
ordinary member leaves the school, the eligibility of membership will automatically
expire. However, this particular provision would not apply to parent members
currently serving on the Executive Committee of the Association, who shall be
allowed under such a circumstance to retain their membership until the end of their
term of office.
B. Permanent Honorary Members: All parents of past students, the former principals and
teachers shall be eligible. They may apply or be invited to join the Association as
Permanent Honorary Members.
4. Rights and Duties of Members:
A. Rights: Ordinary Members shall have the rights of moving a motion, voting for a
motion, casting votes in an election, running for an election, voting the Executive
Committee out of office, and participating in all kinds of Association functions. B. Duties: Ordinary Members shall regard it as a duty to abide by the Association
constitution, accept the resolutions passed at formal meetings of the Association, and
pay the membership fees. Teacher members are exempted from paying the
membership fees.
5. Membership Fees:
A. Ordinary Members: The membership fee of $30 must be paid in September of the
current year.
B. Permanent Honorary Members: The membership of $200 must be paid on joining the
Association.
All fees paid are non-refundable.
6. Organization:
A. Ordinary General Meeting: The ordinary general meeting is the highest decision
making body of the Association. In each year, at least one ordinary general meeting
should be held. The quorum of the meeting shall be either 5% of current membership
or 30 eligible members, whichever is less. Only resolutions which have been passed

by simple majority at the meetings shall be regarded as valid and enforceable. When
there is a draw, with the same number of votes for and against a motion, the Chairman
can cast a deciding vote. In case the ordinary general meeting is called off due to
insufficient quorum, a new ordinary general meeting should be called within the next
14 days. If the number of eligible members present half an hour after the scheduled
time at the subsequent meeting is still not enough to meet the required quorum of the
meeting, then irrespective of their number the body of eligible members present shall
form the quorum. The functions and powers of the ordinary general meeting are to
revise the constitution, elect the Executive Committee, discuss Association affairs,
take forward Association business, and pass the financial reports.
B. Executive Committee: It shall be comprised of 13 elected members and they shall be
invested with the power to manage the affairs of the Association. Among the 13 office
bearers, 7 should be from parent members, and 6 should be from teacher members.
The elected parent members shall choose the 7 office bearers from among themselves
and decide by voting. The office-bearers shall serve their term of office for one year.
If elected again, they shall be able to take up office in the Executive Committee
without any restriction on the number of terms served. The teacher members shall be
appointed by the school. The term of office of the Executive Committee is from
October of the current year to October of the following year. The supervisor,
managers and the principal of the school shall automatically become the honorary
advisors. The office-bearers of the Executive Committee shall be as follows:
i) Chairman (to be filled by parent member)
ii) Vice-Chairman (to be filled by teacher member)
Vice-Chairman (to be filled by parent member)
iii) Honorary Treasurer (to be filled by teacher member)
Honorary Treasurer (to be filled by parent member)
iv) Honorary Secretary (to be filled by teacher member)
Honorary Secretary (to be filled by parent member)
v) Social Secretary (to be filled by teacher member)
Social Secretary (to be filled by parent member)
vi) Steward (to be filled by teacher member)
Steward (to be filled by parent member)
vii) Liaison Officers (2) (to be filled by parent members)
In case a parent member has resigned from his/her office on the Executive
Committee, the Executive Committee shall be able to elect another eligible member to fill
the vacant post left for the rest of the term of office. However, the Executive Committee,
provided it is currently made up of not less than 9 office-bearers in spite of the resignations,
may choose to function as such until the end of the term of office.

7. Finance:
A. The Hon Treasurers shall be responsible for overseeing the financial matters
of the Association and make regular financial reports at the Executive Committee
meetings.
B. All funds belonging to the Association should be deposited in the bank. The pay
slips or cheques issued by the Association should be countersigned by any two of
the following office-bearers: the Chairman, Vice-Chairman or Hon Treasurer.
C. The Association shall be allowed to raise funds or accept donations. The sums of
money received, duly audited, may be used to set up a trust fund.
D. The Executive Committee shall have the authority and power to decide the purpose
and use of funds belonging to the Association. The use of funds by the sub-
groups of the Association should have the prior approval of the Executive
Committee.
8. Audit: The Ordinary General Meeting shall elect an Honorary Auditor to take charge of the
auditing of the financial statements and financial reports of the Association.
9. Miscellaneous Provisions:
A. Any resolution to revise the constitution should be passed by simple majority at the
Ordinary General Meeting before it can take effect.
B. Should there be any difficult matter directly involving some teachers and students, the
matter shall be referred to the principal for handling.
C. School Manager (representing parents on the Incorporated Management Committee):
(i) The election shall be conducted by the recognized parent-teacher association of
the school. All parents of the current pupils of the school have equal voting right
and right of candidature.
(ii) The voting for which is conducted by secret ballot.
(iii) The candidate who has got the most votes will be nominated for the appointment
of School Manager (Parent) . The candidate who got the next highest votes will be
nominated for the appointment of alternate parent manager . The term of service
will be for two years .
