国家第二轮西部大开发，围绕经济社会又好又快发展方向，出台了一系列政策，如:国务院关于中西部地区承接产业转移的指导意见等，增强西部发展能力，加快西部发展速度，优化生产力布局，形成合理的产业分工体系，实现区域协调发展等。黔中经济区建设已上升到国家战略层面，观山湖区作为黔中经济区中的核心区——贵阳市的核心，必将迎来空前的发展机遇。 2、经济环境带来的发展机遇 自改革开放以来，中国经济经过30年的持续快速发展，经济发展水平已跃上了一个崭新的平台，目前已成为世界第二大经济体。国家经济实力的增强、社会财富的积累，已使国家战略重点从“第一个大局”顺利的转移到了“第二个大局”。国家和东部地区从经济上大幅度提高对西部地区的支持力度，不仅已成为可能，而且也是自身可持续发展的必要。贵阳市提出“十二五”三个“1000亿”目标，投资1万亿，GDP上1000亿，工业增加值上1000亿。观山湖区作为国家战略黔中经济区中核心中的核心区，必将迎来建设大发展、产业大发展、社会事业大发展的黄金时期。 3、社会环境带来的发展机遇 伴随着中国经济30多年的持续快速发展，中国社会形态已发生了巨大的变化。一是中产阶层规模越来越大、收入水平越来越高，二是老龄社会加速到来，三是社会整体将迈入全面小康。随之而带来的必将是消费结构的变化、闲暇时代的到来，及以文化、体育、休闲、交流等为主要内容的现代服务业市场需求的快速增长。这就为观山湖区充分发挥气候优势、省会城市的区位优势、高起点规划的后发优势，大力发展文化体育产业、休闲避暑旅游产业、老龄产业、会展业等新兴产业，构建贵州省现代服务业中心带来了千载难逢的机遇。 4、贵州“两大战略”带来的发展机遇 省委、省政府以明确提出在“十二五”期间实施两大战略，即:工业强省战略和城镇化战略。随着工业强省战略的实施，必将大幅度增加物流、资金流、信息流的流量，大幅度增加现代服务需求，这就为观山湖区依托省会城市核心的区位优势、全省交通枢纽及空间环境优势，大力发展现代金融业、会展业和物流业带来难得的历史性机遇。随着城镇化战略的实施，人口必然以梯度方式向各类城市迅速集聚。这就为观山湖区充分发挥自然生态环境优势、基础设施配套的比较优势，集聚高收入、高素质人群，迅速扩大人口规模，大力发展商业饮食服务业、文化体育产业等第三产业发展提供良好的机遇。 5、“大通道”带来的发展机遇 作为全国唯一一个没有平原支撑的省份，交通基础条件一直是困扰我省经济社会发展的基本因素。为此，省委、省政府在“十一五”制定了县县通高速、与周边省份建立快速通道的战略目标。随着省内高速运输网络的形成、连接省外快速通道的打通，强化提升了观山湖区的区位、环境优势，强化了核心中的核心功能，为观山湖区发挥比较优势，集聚省内外、国内外优质产业发展要素，加快发展速度，优化发展模式创造了前所未有的良好条件。 (二)面临的挑战 1、发展方式单一，转型难度大。到目前为止，观山湖区的发展绝对主体方式是投资拉动，多年来，财政收入的90%以上是通过单一的投资渠道获得，结构单一问突出，难以实现可持续发展目标。由于体制机制的限制，管理主体整体不完善，发展方式转型难度大，转型的速度慢。从长远来看，观山湖区随着新兴产业的崛起，经济发展方式必将过渡到以多元产业驱动为主时期的到来。 2、人才引进和管理队伍建设难以适应发展。由于人事管理体制的原因，人才引进工作困难重重，直接导致了各类人才的短缺，尤其是管理人才队伍建设，由于受指标限制，各类人才进不来，人才短缺问题严重，难以适应观山湖区加速发展、加快转型、实现跨越发展的需要。 二、观山湖区经济社会发展的指导思想和奋斗目标 (一)指导思想 未来一段时期，观山湖区国民经济和社会发展的指导思想是:高举中国特色社会主义伟大旗帜，高举发展、团结、奋进的旗帜，以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，以实现经济社会发展历史性跨越和 全面建成小康社会为目标，以实现又好又快更好更快发展为主题，抢抓国家深入实施西部大开发战略的历史性机遇，紧扣科学发展主题，围绕调整经济结构和转变经济发展方式的主线，突出加速发展、加快转型、推动跨越的主调，以发展现代服务业为中心，深度开发优势资源，优化升级经济结构，转变经济增长方式，推进体制机制创新，大力发展开放型经济，显著提高全区的经济总体实力和竞争力，把观山湖区建设成为服务黔中经济区的充满活力的现代化生态新城，成为贵阳市经济发展的现代服务业中心与经济增长极。 (二)发展战略定位与模式 立足自身优势和区域经济发展态势，未来观山湖区的总体战略定位是:中国重要的绿色会展中心、现代化服务业发展的先行区、城镇化新城建设管理示范区、贵州省现代服务业中心、旅游集散基地、贵阳市国际金融中心、酒店餐饮中心、现代物流枢纽、体育文化中心、生态文明实践区、总部经济基地。 (三)发展战略选择 品牌提升战略。突出“爽中之爽，核中之核”(爽爽贵阳城中最爽的生态新城，黔中经济区发动机的核心区)的优势，进一步发挥贵阳市“中国避暑之都、中国最佳绿色会议城市、国家园林城市、中国十佳宜居城市”的城市生态和服务优势，以经营城市的理念来发展现代服务业。同时，依托于贵阳市资源型产业的改造和提升、生物产业、装备和电子工业的发展，以 “全国流通领域现代物流示范城市”的建设为基础，积极向生产性服务业领域扩展，积极培育观山湖现代服务业的核心竞争力，利用品牌的放大的拉动效应推动观山湖现代服务业跨越发展，加快城市服务功能的全面提升和现代服务中心的建设。 区域联动战略。构建合理的现代服务产业体系，依托发挥区位和空间优势，发挥黔中经济区引擎作用，增强辐射带动力，实现与黔中经济区内第一和第二产业的优势互补，实现区域产业的协同发展，促进资源的优化配置和有效利用，增强区域可持续发展能力。建立健全区域联动和利益分配机制，确保区域按照各自的发展规律和经济利益进行交换、分配等活动，调整产业结构、提升产业竞争力，促进区域经济发展方式的转变。 开放带动战略。进一步加快对外开放步伐，主动承接国际服务业的产业转移，积极引进国际服务业企业，促进现代服务业体系的完善，推动服务业的升级和业态创新、经营创新、管理创新，提高国际化发展水平。进一步扩大对外开放，吸引国内外的银行、保险、大型物流业在我区设立分支机构，构建完善的现代服务 业网络，提高服务水平，增强辐射能力。 生态支撑战略。发挥生态优势，坚持发展绿色经济，利用生态和绿色品牌提升观山湖区现代服务业的核心竞争力。坚持生态开发与保护并重战略，提高节能、节水、节地、节材和资源综合利用水平，加快以绿色为特征的房地产和交通体系等基础设施建设，倡导公众绿色消费的理念，启动生态社区示范点的实施。制定系列法规制度,构建起生态城市治理结构，支持和发展生态环保项目，加强绿化，保障新城的生态建设。加强生态环境宣传教育, 推动公众参与，形成弘扬生态文明的城市文化，促进生态社区和生态新城的建设。 (四)奋斗目标 实现发展目标是:到2015年，地区生产总值达到200亿元;基本完成公共基础设施建设，现代服务业硬件设施布局，不断完善现代服务业发展的软件环境;围绕会展业、现代物流业、金融业、商贸饮食业等产业链，基本完成现代服务业的体系构建;现代服务业中心建设已初具规模，并开始发挥要素集聚和服务辐射功能。 到2015年，基本建成以金融业、现代物流业、会展业为主导，商贸饮食业、旅游业、房地产业、社区服务业、文体业、总部经济为支撑的现代服务业体系;开始发挥贵州省现代服务业中心的引擎作用，推动贵阳经济更好更快发展，积极服务黔中经济区的经济发展;建成宜居、宜旅、宜业的现代化生态新城。 三、观山湖区未来经济发展重点 依托于区位、生态和发展空间优势，未来的战略主要是加快公共基础设施建设，合理布局现代服务业基础设施，构建生态主导的现代服务业体系，实现从投资拉动向现代服务业驱动的经济发展快速转型，完成从快速发展的新城向现代服务业中心的跨越式发展。 (一)加强基础设施，完善中心城市功能 围绕提高城市功能，促进现代服务业发展，拉动经济发展，完善城市交通体系，加快市政公共设施建设，推进信息化建设，为现代服务产业的发展打造良好的平台。依托信息和网络技术，有序、有效整合信息资源，大力建设电子政务，以公共服务为重点，健全城市信息化组织管理体系，加快城市信息化的体制创新和管理创新，形成城市信息化建设的长效机制。大力建设化和化的城市信息体系，开发并完善具有统一信息平台的数据库，整合行业资源，形成城市信 息共享。不断促进数字城市和信息产业的互动，大力发展信息服务业，提高城市信息化的整体水平。积极采用数字化手段调控、预测、监管城市，促进人流、物流、资金流、信息流、交通流的通畅和协调，全力打造数字化的现代新都市。数字化城市有利于提高城市管理水平、解决城市安全问题、维护区域内市民的根本利益。拓宽投融资渠道，加强投资管理，提高投资效率，保证公共基础设施的顺利进行。加快各项产业的基础场馆、街区、小区、园区的投资和建设，做好相应的配套设施建设，为加快从投资拉动向现代服务业驱动的转型奠定坚实的基础。 (二)完善功能配套，为中心城市发展奠定基础 1、金融业 加大金融机构的引进力度，构建贵阳市和贵州省的金融中心，充分发挥金融业在国民经济发展中的润滑剂作用，通过完善金融产品结构，扩大金融产品的有效供给，促进银行、证券、保险以及融资租赁等行业的发展。通过制定优惠政策，争取国内外金融机构在观山湖区设立分支机构，拓宽企业融资渠道，提升金融服务质量。坚持开放和创新，积极设立非银行金融机构，创建健全的金融体系。进一步完善中小型企业金融服务体系，加快地方金融机构的发展，加大扶持力度，增强金融服务贵阳和贵州省经济发展的功能。 2、商住业(总部经济) 依托于城市交通网络和完善的现代服务业体系，完善金融、商务地产、商贸饮食等生产性服务业和生活性服务业的服务功能，制定优惠的税收政策，鼓励世界500强、国内500强、民企100强企业以及境内外上市公司入驻观山湖区，培育总部经济。引进国家重点科研机构以及各类工程(技术)研究中心、研发中心、重点实验室、高新技术创业服务中心、新产品中心和决策运营中心，着力打造具有研发特色的生产性服务业。 (三)转变经济发展方式，培育壮大现代服务业 --会展业。依托于贵阳“中国最佳绿色会议城市”和贵阳国际会议展览中心“中国最佳绿色会议中心”称号，发挥生态优势，打造绿色会展品牌，建设全国绿色会展中心。围绕贵阳国际会展中心，加快建设一批功能齐备的一流会展场馆。坚持绿色会展的理念，通过体制创新和招商引资，引进专业化会展公司，积极策划和申办一批具有影响力的国际品牌和自办品牌会展。 --现代物流业。充分利用观山湖的区位优势和宽阔的发展空间，重点抓好金 华物流园区、贵阳-广州快速铁路配套物流商贸园、“中国贵阳(西南)国际商贸物流城”建设，形成现代物流园区集聚格局。引进国内外著名物流企业，扶持中小物流企业，培育一批高质量的第三方物流企业，运用信息化和标准化等现代手段提高物流效率，建成立足于贵阳市，服务于贵州省工业强省战略，辐射黔中经济区经济更快发展的物流枢纽。 --商贸饮食业。依托于环城交通网络和不断汇聚的人气，鼓励在观山湖区建设仓储式商场、特色商业街区、汽车4S店、专业市场等大型商贸设施。着力打造适应都市旅游、旅游集散地功能发挥、商务发展需要的中高档酒楼群和各具特色的饮食街区，培育一批餐饮集团和品牌，构建贵阳的新城餐饮基地。重点打造以服务全面、服务上乘的购物休闲娱乐一体化现代化购物中心为核心的多中心网络型商圈，建成与老城区商业中心街区遥相呼应，与云岩和南明等新兴商圈交相辉映的现代休闲购物中心。 --房地产业。根据观山湖区的性质和发展规划，合理安排商业、办公和住宅用房的开发比例，重点发展生态引导的现代宜居型地产，稳步发展旅游和商务地产，着力打造一批各具特色的精品楼盘和生态型、文化型、园林型数字化住宅小区，促进房地产业健康发展，将观山湖区打造成贵阳一流的宜居新城。 --旅游业。依托于城市交通网络建设、客运中心的营运、高档酒店群的逐步形成，完善旅游配套设施，建成全省旅游集散中心。充分利用金阳独具特色的现代商业和行政中心建筑群形成的都市风景风格和浓郁的新型都市气息，积极发展都市观光旅游业。发挥区域优势和生态保护功能，大力发展都市设施和生态观光农业。 (四)加快社会进步，为中心城市发展提供保障 1、社区服务业 坚持科学规划，合理布局，政府推动，市场运作，推动社区服务与房地产的协调，重点发展高层次的家政服务、物业管理等行业，逐步建立产业结构合理、产权清晰、管理科学的社区服务体系。将生态社区理念引入新城的建设和社区的管理中，在循环经济社区试点基础上建立生态社区示范点。建立统一的评价指标，规范建设和管理行为，构建政府部门的联合机制，推进生态城区的建设，打造宜居的软件环境。 2、文体产业 加快奥体场馆的建设，完善运营管理体系，加速配套设施建设，吸引并主办大型商业体育赛事和文娱演出，逐渐形成新城文娱产业品牌。争取落实贵州文化产业园的投资建设，发挥集聚效应，引进省内外具有影响力的新闻出版集团，建设贵州省新闻出版中心，发展与新闻出版相关的广告设计等创意和传媒产业。积极建设影视娱乐城以及活动中心，逐步建成结构合理、整体协调和持续发展的文化产业格局。 3、医疗服务 观山湖区将引进省医等几家大医疗机构，将完善我区医疗体系，并促进我区经济发展，从而吸引人气。 五、观山湖区未来发展主要任务 (一)继续加强基础设施建设 坚持“统筹规划、适度超前”的方针，加大基础设施投入力度，加快基础设施建设步伐，以提升网络化和现代化水平为中心，继续加强环卫、水、电、气基础设施建设，提高工程质量和效益，增强对长远发展的支撑和保障功能。 1、加强城市交通基础设施建设 抢抓贵阳市和观山湖区建设的发展机遇，坚持以现代服务业为重点，与城乡空间结构及布局形态相协调，构筑功能完善、结构合理、能力充分、运行高效的现代综合交通体系。重点做好环城高速铁路东段和西段的协调配合工作，加快推进金工路金阳段、金工路立交及金工路改造、贵阳市北二环道路、文化山路网、金城街、宾阳大道的道路工程建设，积极争取兴筑东路三期贵遵立交桥、金阳火车站功能区路网、金阳火车站功能片区迎宾大道、清金线、龙潭路、210国道改造等项目的建设，积极做好轻轨1、2号线(金阳段)项目的协调配合工作。形成区域快速通道网络，推进城市发展、提升城市品位。 2、加强农村道路基础设施建设 千方百计向上争取和筹措资金，抓住国家通乡、通村公路项目建设的机遇，积极向上争取项目支持和优惠政策，努力做好朱昌镇、金华镇通村公路、朱昌镇窦宫至赵宫10公里县乡公路和50公里窜户路建设。加快城乡道路一体化建设，形成“网络全乡、四通八达、出行便利、货畅其流”的农村交通环境。 3、信息基础设施建设 以建设宽带多媒体信息网络、地理信息系统基础设施平台为重点，整合信息资源，推进宽带通信网、数字电视网和互联网“三网融合”，全面推广智能化管理、远程教育、远程医疗，切实搞好信息收集贮存、处理、反馈、发布，努力提供有效的全方位服务。进一步完善政务基本框架，完成并实施“数字金阳”工程，加大政务信息资源开发，实现资源共享，全面开展网上交互式办公，建成规范、有序、高效的电子政府。以“平安金阳、数字城管”综合视频监控平台为基础，建设有我区特色的区级数字综合应用平台。在全面整合信息资源的基础上，建成有线、无线覆盖的基础设施信息平台，完善和延伸智能综合管理的新应用，使数字信息化手段在各个领域应用更广泛，为观山湖区整体环境的优化提升奠定基础，提高为民办事的效率。完成电信移动枢纽、网络中心等对外窗口服务性项目和配套设施建设。将城市基础设施、经济、文化、教育和安全等信息有效组织起来，加快形成在先进网络环境下的应用系统，对城市电子政务、电子商务、城市智能交通、市政基础设施管理、公众信息服务、教育管理、医疗管理、社会保障管理、城市环境质量监测与管理、社区管理提供便捷和有效的服务。 (二)发展现代服务业，促进产业协调发展 1、加快构建现代化物流区域物流中心 加快建设金阳物流园区、市场带及清金线、宾阳大道等配套基础设施，以及贵阳——广州快速铁路配套物流商贸园区。鼓励企业在观山湖区内发展配送型、产业基地型、行业分拨型等多种物流体系。加强与铁路部门的合作，重点发展公铁联运，为贵阳周边城市和贵州省提供工业产品和生活性商品的区域分拨物流服务，部分转移中心区承担的区域分拨物流功能，以减轻贵阳市中心区物流作业和交通压力。重点抓好金华物流中心、将军山物流中心、金华蒿芝塘物流配送中心等项目的建设。在观山湖区西部接壤清镇方向、围绕环城高速公路两侧处打造“中国贵阳(西南)国际商贸物流城”，依托贵阳——广州快速铁路新客站，建设面向“珠三角”地区、连接西南地区的重要区域综合性物流结点，努力将金阳新区打造成贵阳市的物流发展高地，建成中国西南一流的现代化综合物流中心。 2、大力扶持金融保险业 在政策允许的范围内，积极设立非银行金融机构，进一步丰富金阳的金融体系;进一步完善中小企业融资服务体系，在国家政策许可的范围内加快地方金融机构的发展，加大扶持力度，增强金融服务地方经济的功能。加大观山湖区金融机构的引进力度，增强金融造血功能。政府通过制定优惠政策，争取国内金融机构 在观山湖区设立分支机构，拓宽企业融资渠道，提升金融服务质量。利用政策引导作用，实行灵活的授信方式和贷款方式。各金融机构要进一步细分信贷市场，针对企业的经营情况和产业特性开展形式多样的贷款。提倡包收包贷和以个人财产为担保，以及由担保公司全额担保的融资方式。 3、大力发展多层次、集群化商贸业 一是打造多中心的商圈。重点打造“十大商圈”、“二圈二带”，形成“十大产业集群”，辐射“三大网络”。打造“十大商圈”就是以会展服务、金融信息、现代物流、商贸饮食、房地产、社区服务、总部经济、体育文化、旅游服务、医疗服务十大产业为重点，大力发展观山湖区的现代服务业商圈;打造“二圈二带”就是以诚信路商业(步行)带、轻轨(1、2号线)商业带，贵阳客站商圈、贵广铁路站商圈为基础，积极建设大型商贸商圈带。形成“十大产业集群”就是全力引进大型企业集团，促进上述十大产业的集群式发展。辐射“三大网络”就是进一步推进产业集群，加强观山湖区与贵阳市、观山湖区与黔中经济区、观山湖区与西南地区的合作和交流。二是构建社区商业网络。鼓励建设仓储式商场、特色商业街区、汽车4S店、专业市场等大型商贸设施，着力打造适应都市旅游、旅游集散地功能发挥、服务全面、服务上乘的现代化商贸购物中心为核心的多中心商业网络。加快建设以大型连锁超市为主的片区商业生活中心，商贸零售业在总体上要适应时尚、健康、便利、个性化、多样化、多形式的现代消费需求，经营品种、业态结构、网点的布局应科学合理，共同营造具有金阳现代化都市服务特色的商业氛围。到“十二五”期末基本实现商贸服务业现代化，注重发展以片区商业生活中心为载体，以服务社区居民为主的2—3家大型综合超市公司。 4、 积极发展旅游服务酒店饮食业 合理规划餐饮业布局，利用政策优惠发展各具特色的饮食街区，通过规模效应“集中回收”、资源化循环利用减少饮食业污染。突出饮食街区的经营特色，以连锁经营模式，大力推进餐饮连锁和快餐连锁，力争建立一批具有观山湖区特色、体现美食文化的餐饮品牌连锁企业。大力推进餐饮业与假日经济、旅游经济和食品工业的结合，提高餐饮业的科技含量，促进餐饮业的市场繁荣，改善和提升行业发展水平，推动其向着品牌化、连锁化、多样化的方向发展。积极推进管理和服务创新，加快培育饭店餐饮业职业经理人队伍，建立饭店餐饮业的创新机制，推行先进管理模式和方法。 5、 发展可持续性的房地产业 重点发展文化品位高的宜居型地产，稳步发展旅游地产和商务地产，促进房 地产业的健康发展，将观山湖区打造成西南一流的人居城区。在“十二五”期间逐步形成符合国际通行规则的房地产市场运行机制，完善的社会住房保障体制，使房地产业在健康、持续、协调发展中趋于成熟。优化市场结构，规范房地产产业运行机制。严格执行国家土地政策，加强对现有开发建设用地的分类指导，合理确定各类商品房的开发比例，实施集中连片开发，限制零星分散建设，适度控制总量。积极控制住房建设成本，降低市场交易成本，激活房地产市场。充分发挥城市规划职能，在城市发展空间和布局上积极创造房地产业发展空间。合理制定住房建设规划和房地产用地年度供应计划，根据市场供求状况，加强土地调控，保持合理的房地产用地供应总量和供应结构。积极拓展房地产融资渠道，继续引导金融机构在风险可控的前提下适当加大对房地产业的支持力度，合理调整信贷结构，房地产信贷向住房消费信贷适度倾斜。积极应用税收政策杠杆，鼓励和支持住房开发和消费，促进中小套型、中低价位普通商品住房的开发建设和消费，加大对住房二级市场消费和房屋租赁的支持力度，带动一级市场发展。通过实施城市总体规划、土地利用规划，落实项目带动战略，建立房地产项目库，改善服务，促进项目实施，促进投资平稳增长。逐步完善住房保障体系。落实经济适用住房优惠政策，完善经济适用住房销售管理办法，明确购买经济适用住房的对象条件、购买程序，严格执行经济适用住房购买申请、审批和公示制度。重点发展满足广大群众基本住房消费需求的普通商品住房，加大中低价位、中小套型普通商品住房和经济适用住房建设力度。加快建立完善适合中等收入家庭的普通住房、适合中低收入家庭的经济适用住房、适合最低收入家庭的廉租住房、适合外来务工人员的出租公寓住房和适合高收入家庭的高档住房供应体系和住房保障制度。 6、着重发展都市旅游服务业 一是完善配套设施。加快建设高档星级酒店、经济实用型酒店，形成酒店群;“十二五”期间将建成十余家大型高档酒店。遵循“突出地方特色、规范服务标准、满足各档游客、保障饮食安全”的思路，开发地方特色餐饮、开展特色经营，逐步建立统一规范的连锁餐馆、旅游快餐店、普通饭店。二是大力发展观光旅游。充分利用观山湖区独具特色的现代商业和行政中心建筑群形成的都市风景风格和浓郁的新型都市气息，面向周边县市和城镇居民，积极发展都市观光旅游业，建设以百花湖、十二滩水库、石林公园、观山湖公园、奥体中心等为主的旅游休闲风景区，全力开发、建设观山湖区旅游休闲板块，重点发展沿湖旅游观光、垂钓体验、公园游览、游乐休闲、生态体验、游乐观光等旅游项目建设。发挥区域优势，依托设施农业和生态农业，大力发展生态农业观光，加大对观光农业工程建设的投入力度，开发充满绿色、环境优美、对游客具有吸引力的都市观光农业园区，重点发展体验农业。 7、坚持开放带动，努力提高招商引资水平 优化引资结构。突出抓好基础设施、会展业、金融业、现代物流业、商贸饮食业、房地产业、商住业、文体产业、旅游业、医疗服务业为重点。结合城市功能完善和提升，鼓励投资基础设施、社会事业领域，迅速扩大金融、教育、卫生、文化等领域的开放度。
