Understanding of rare diseases and rare diseases in general surgery clinical features, diagnosis, differential diagnosis and therapeutic principle of progress of organ transplantation, minimally invasive surgery, laparoscopic surgery and basic theory, general principles of treatment of surgical critical patients. 2. basic requirements full master surgical dressing of technology; master surgical surgery cut, and revealed, and suture, and ligation, and bleeding, technology; familiar surgical common of clinic operation technology, as catheter, and vein cut, and Center vein pressure measurement, and sigmoid colon mirror check and live organization check,; understand general surgical special 移动梦网短信业务申请规范 一(业务规范 (一)业务名称 业务名称必须能体现业务主要内容。业务名称必须保证通俗易懂、主题明确、名符其实、健康向上，不涉及色情迷信、赌博等非法内容。 (二)业务内容 业务内容符合国家法律法规的各项规定;符合移动梦网SP合作管理办法的相关规定;不存在色情迷信、赌博等非法内容;非纯代收费或变相代收费业务。 (三)业务代码 业务代码由SP自己制定，业务代码应采用容易记忆、便于输入的编码方法。 1(业务代码前两位为业务分类的拼音缩写，后面是业务名称缩写。 2(业务代码由大写字母组成，长度最大为10位。 (包月类业务(网站定制、手机定制)业务代码前加“,”，点播类业务不需3 要加“,”。 4(短信业务分类 按提供信息的种类不同，短信业务可以分为信息类、通信类、娱乐类、商务 类和特殊服务类五大类。 (1) 信息类业务 新闻XW、天气TQ、考试KS、交通JT、行业信息HY、体育TY、 生活SH、文化WE、其他QT (2) 通信类业务 邮件通知YJ、统一信息UM、聊天LT (3) 娱乐类业务 版本: 1.4 日期: 2007年4月30日 本文档版权由中国移动通信集团北京有限公司所有 标识:BMCC 第 3 页 共9页 图片TP、铃声LS、言语YY、游戏YX、易程YC、休闲娱乐XX (4) 商务类业务 股票GP、彩票CP、外汇WH、期货QH、税务SW、交易类通知TZ、 秘书MS (5) 特殊服务类 位置服务WZ、字典ZD、帮助BZ (四)业务资费 业务资费必须符合移动梦网短信业务收费标准。原则上需要符合以下规定: 1(点播业务的信息费资费不高于1 元/条，每天每用户累计费用不超过15 元。 2(单项包月类业务的信息费资费不超过15 元/月。 (五)业务指令 1(定制及点播指令不得采用空指令或模糊匹配方式实现。 2(如业务的发送代码需要通过对服务代码扩展位方式实现的，必须采用精确匹 配的形式。 3(禁止定制/点播指令与发送代码均为模糊匹配。 (六)业务审批说明 1(按条定制类业务原则上不再审批。 2(每家SP公司只允许申报一个免费帮助类业务代码。 3(新增业务的受理时间为每月21日。 (申报业务时必须提供业务策划案及业务许可证明、合作授权的电子扫描件，4 上传至新业务信息管理系统-SP自服务系统中。(如果文件较多，可以压缩 包形式进行上传)。如提交新增业务申请时未提供业务策划案及业务许可证 明、合作授权，或者提交的业务策划案及业务许可证明、合作授权与业务不 符，中国移动将视为该业务资质不全，不予受理。 5(中国移动在审批合作伙伴提交的新增业务时，需对业务逻辑和业务可用性进 行测试。请合作伙伴在提交新增业务申请的同时，完成业务开发工作。 disturbances, surgical shock and multiple organ dysfunction syndrome, trauma, surgery, infection, cardiac and pulmonary resuscitation, surgery, nutrition, preoperative preparation and postoperative treatment, based on the principle and basic theory of knowledge. Understanding of rare diseases and rare diseases in general surgery clinical features, diagnosis, differential diagnosis and therapeutic principle of progress of organ transplantation, minimally invasive surgery, laparoscopic surgery and basic theory, general principles of treatment of surgical critical patients. 2. basic requirements full master surgical dressing of technology; master surgical surgery cut, and revealed, and suture, and ligation, and bleeding, technology; familiar surgical common of clinic operation technology, as catheter, and vein cut, and Center vein pressure measurement, and sigmoid colon mirror check and live organization check,; understand general surgical special (七)业务申请材料要求 业务策划案应包括但不限于以下内容: 1(业务详细介绍，包括业务内容、操作方式、业务定价、信息来源及其合法性 等内容。 2(新业务的市场潜力和市场规模，包括流量和收入预测、同类产品分析等内 容。 3(业务的技术实现方案，包括软、硬件设备配置情况、业务技术实现方案、信 息安全措施等内容; 4(业务宣传推广方案， 包括营销资源、实施方法、广告投放频、收入预测 等。 5(客户服务方案，包括客服热线、客服联系人手机、客服邮箱、客服人员数量 等要素; 6(若新增业务中涉及特殊信息源的内容，SP需向接入省受理部门提交有效的 资质证明材料。 二(业务逻辑审核标准 新增业务通过评审的必要条件，如以下任意一项不符合要求，则该新增业务评审不通过。 1(提供特殊短信业务需要版权证明或授权证明:必须提供相关信息资讯来源许 可证书或版权授权证明(复印件及电子扫描件)。所谓特殊短信业务主要是 指利用如新闻、气象、证券信息、音乐铃声、医药信息、考试信息、两性信 息、交通信息等专有信源作为服务内容的短信业务。SP 必须具有运营相应 业务的国家合法机构或其他合法机构特殊授权或许可证明，对于提供铃声下 载等业务需得到相关内容版权证明。 2(业务内容:业务内容符合国家法律法规的各项规定;符合移动梦网SP合作 管理办法的相关规定;不存在色情迷信、赌博等非法内容;非纯代收费或变 相代收费业务。 版本: 1.4 日期: 2007年4月30日 本文档版权由中国移动通信集团北京有限公司所有 标识:BMCC 第 5 页 共9页 3(业务名称:业务名称健康向上，不涉及色情迷信、赌博等非法内容。 4(业务资费:定价符合短信业务资费范围;计费类型设置合理，符合相 关业务规定。 5(禁止利用短信通道提供代收费业务。 (1)严格禁止任何形式的代收费服务。代收费服务是指利用移动梦网业务收 取非通过此网络使用和实现的业务的资费，包括但不限于代收电影、歌曲 的下载费等。 (2)特别强调:如果对于非移动梦网类的业务和服务，必须在定制或使用移 动梦网业务后才能使用，则为代收费服务，需严格禁止。包括采取定制或 使用移动梦网业务“免费赠送”其它互联网应用服务等“打擦边球”方 式，为非梦网业务提供代收费服务。 (一)信息类业务 1(通过手机短信获取密码，用于网页浏览或下载资料的资讯下载类业务属于代 收费，严格禁止。 2(单纯收取会员费的业务严格禁止。 (二)娱乐类业务 1(手机短信游戏，此类业务一般无法控制用户的使用条数，应提供按条和包月 两种计费方式供选择 ;如果只有包月计费，要在每月底对沉默用户进行正 向确认。 2(游戏社区，业务逻辑必须清晰，用户使用必须无障碍。单条不能超过0.5元/ 条。 3、问答类游戏，一般应为点播业务，按条收费。点播后的回复短信应为1条， 特殊情况回复2条时，只计第一条的费用，其余免费。 4(运势类业务属于封建迷信，严格禁止。 5(程序下载类，通过手机短信获取密码并代扣使用费 ，属于代收费业务严格 禁止。 6(不能提供国歌作为手机铃声下载、不能提供国旗、国徽作为手机待机画面或 手机屏保下载。 disturbances, surgical shock and multiple organ dysfunction syndrome, trauma, surgery, infection, cardiac and pulmonary resuscitation, surgery, nutrition, preoperative preparation and postoperative treatment, based on the principle and basic theory of knowledge. Understanding of rare diseases and rare diseases in general surgery clinical features, diagnosis, differential diagnosis and therapeutic principle of progress of organ transplantation, minimally invasive surgery, laparoscopic surgery and basic theory, general principles of treatment of surgical critical patients. 2. basic requirements full master surgical dressing of technology; master surgical surgery cut, and revealed, and suture, and ligation, and bleeding, technology; familiar surgical common of clinic operation technology, as catheter, and vein cut, and Center vein pressure measurement, and sigmoid colon mirror check and live organization check,; understand general surgical special 7(不能在用户不知情的情况下，向用户发送广告、新业务介绍等信息(不允许 PUSH信息) 8(媒体互动类业务不允许申请定制包月类。答题竞猜类互动不得为包月业 务，媒体互动业务资费不得高于1元，互动宣传中要明示资费。 9(媒体资讯类业务(每月有固定的发送频次)，可以设计包月计费，包月资费 不能超过15元/月，单条平均资费也不能超过0.5元/条。 10(通过电视、广播、报纸、杂志等媒体进行宣传的定制业务需在业务宣传中 标明资费。 (三)通信类业务 1(网络邮箱收费，通过手机短信收取邮箱费用，属于代收费业务，严格禁止。 2(网站自写短信 ，统一资费为0.1元/条，必须过滤信息内容，接收方必须显 示服务代码+发送方手机号。SP必须采取技术手段限制客户每次通过网上 (包括短信群发客户端软件、网上自写短消息等)只能编辑发送不超过2条 短消息，同时限制每个客户号码每天通过网上编辑发送短消息的上限不超过 200条/天。 3(普通聊天业务，暂停受理。 4(网站点播下发验证码不允许收取用户费用。 5(不允许仅有匿名或显示昵称的短信息直接发送至其他客户手机，对于带有匿 名聊天、社区类特殊业务，必须确认接收客户定制此业务，并在相应的SP 服务条款中(对于非网站注册的业务，须在短信回复语中明确此条款)标明 客户愿意接受发自网上的匿名信息。 6(SP必须对提供的信息内容进行实时过滤，确保信息内容不危害国家利益和 我公司企业形象:SP需通过关键字过滤加人工监测等手段，通过进行发送 数量限制，恶意用户警报等手段，杜绝恶意用户利用此业务进行人身攻击等 危害用户的行为。 (四)商务类业务 1(股票、彩票等业务需要资质证明材料。 版本: 1.4 日期: 2007年4月30日 本文档版权由中国移动通信集团北京有限公司所有 标识:BMCC 第 7 页 共9页 2(秘书类业务，具有IVR平台的SP如提供类似12580移动秘书台的业务，不 予审批。 (五)其它 1(字典类业务，因涉及词典的专利权，不建议申请。如果是人工翻译，因无法 保证翻译内容的准确性，不建议申请。。 2(帮助类信息(用户注册密码等)必须免费。 3(考试查分类业务，必须有权威信息来源证明。 4(专家门诊、寻医问药类业务，业务内容不易控制，如传播医院、药物等广告 信息，会引起用户投诉，不予审批。 5(募捐类业务容易引起用户质疑而引起用户投诉，原则上不予受理。 三(变更业务 变更业务针对发送指令、发送频次的更改(业务名称、计费类型、信息费不允许变更)，其中任何一项更改均应履行变更业务的所有。变更业务的受理时间为3 个月一次，分别为每年1、4、7、10 月。 对于经中国移动审核后正式开放的业务，从业务开放之日起至少六个月后，SP才可以能提出对指令、频次等业务信息的变更申请(业务名称、计费类型、信息费不允许变更);对于SP提出的变更业务的申请，在通过中国移动审核且业务正式商用后，必须完成以下工作: (1)在SP网站上显著位置刊登变更通知，明确资费变更的详细内容以及取 消定制的方法和SP客服电话，并至少保持一个月; (2)对于需变更与第三方信息源紧密合作的业务信息费资费，需在第三方 信息源的主要宣传媒介上进行同步宣传。 四(删除业务 SP 于每月18 日前通过SIMS系统提交删除业务申请。提交申请的同时，需将删除业务申请和删除业务列发送至受理邮箱bjsp@bj.chinamoile.com。未通过SIMS系统提交删除业务申请，而直接将删除业务说明和删除业务列表发送到受理邮箱的业务，中国移动不予受理。 disturbances, surgical shock and multiple organ dysfunction syndrome, trauma, surgery, infection, cardiac and pulmonary resuscitation, surgery, nutrition, preoperative preparation and postoperative treatment, based on the principle and basic theory of knowledge.
