The poultry industry at the same time to provide 门、财政部门审核汇总后联合上报省农业厅、省财政厅，同时报送上年度省级财政绿色食品及特色农产品专项资金项目建设及资金使用情况。 第六条 各级财政部门要建立健全专项资金项目库。省农业厅、省财政厅组织有关专家对各地上报的项目进行评审，对评审通过的项目予以立项。省农业厅根据全省绿色食品发展规划，结合上报项目立项情况，提出专项资金分配方案，经省财政厅确定后，由省财政厅按预算级次及时拨付项目资金。 第七条 绿色食品及特色农产品专项资金实行国库集中支付，资金直达项目单位。项目资金使用严格实行报账制管理，对涉及政府采购的项目支出，实行政府采购。 第八条 各级财政部门要加强对项目资金的监督管理和跟踪问效。农业主管部门要按照绿色食品开发项目管理规则加强对项目实施的监督，建立健全项目责任制度、公告公示制度、考评验收制度。项目单位要加强日常财务管理，健全会计核算和财务管理制度，定期向财政部门和农业主管部门提供项目实施和专项资金使用情况。 第九条 绿色食品及特色农产品专项资金要坚持专款专用，严禁滞拨、截留、挤占和挪用，对违反规定的单位或个人要按有关法律法规严肃查处，对情节严重的移交司法机关处理。 第十条 本办法由省财政厅、省农业厅负责解释。 第十一条 本办法自发布之日起执行。 reducing pathogen invasion and strengthen the hens. The poultry industry at the same time to provide 财政支持优势农产品板块基地建设专项资金管理办法 (鄂财农发[2003]21号) 一、总则 第一条 根据省委省政府关于大力发展农业优势产业带和特色农产品的有关精神，省财政设立“财政支持优势农产品基地建设专项资金”，为使此项资金管理科学化、规范化、制度化，充分发挥资金的最佳经济、社会和生态效益，特制定本办法。 第二条 优势农产品基地建设必须依托自身力量，真正体现“以地方投入、社会投入为主，以上级补助、政府支持为辅”的投资原则。省财政通过专项资金的示范、引导和带动，有组织有计划地扶持建设一批各具地方特色的优势农产品基地，从而全面提升我省农产品的品质和市场竞争力。 二、资金分配 第三条 根据省政府每年度确定的优势农产品基地的建设重点，省财政厅和省农口主管部门在调查研究的基础上组织有关专家对各地上报的项目进行审查筛选和评估论证，并编制年度项目计划和资金分配方案。 第四条 优势农产品基地建设年度项目计划和资金分配方案经省政府审批后，年度项目计划由省财政厅和省农口主管部门联合下达，项目资金分配方案由省财政厅专项下达。 三、资金使用 第五条 省级财政将视财力和项目建设成效等情况，逐年安排专项资金投入。项目实施县市在多方筹措资金、努力增加项目资金投入的同时，必须采取有力措施确保省级扶持资金及时足额到位。 reducing pathogen invasion and strengthen the hens.
