THE ATLANTIC CHARTER 美利堅合眾國總統和代表聯合王國的首相邱吉爾，經過會商，覺得把他們兩個國家政策上若干共同原則（對更好的未來世界的希望即以此為基礎）在此時向世界宣佈，是合適的。 　　The president of the United States of America and the Prime Minister, Mr.Churchill, representing His Majesty's Government in the United Kingdom, being met together, deem it right to make known certain common principles in the national policies of their respective countries on which they base their hopes for a better future for the world. 　　第一，他們兩個國家不尋求任何領土的或其他方面的擴張； 　　First, their countries seek no aggrandizement, territorial or other； 　　第二，他們不希望看見發生任何與有關人民自由表達的意志不相符合的領土變更； 　　Second, they desire to see no territorial changes that do not accord with the freely expressed wishes of the peoples concerned； 　　第三，他們尊重所有民族選擇他們願意生活於其下的政府形式之權利；他們希望看到曾經被武力剝奪其主權及自治權的民族，重新獲得主權與自治； 　　Third, they respect the right of all peoples to choose the form of government under which they will live； and they wish to see sovereign rights and self government restored to those who have been forcibly deprived of them； 　　第四，他們要在尊重他們現有的義務下，努力促使所有國家，不分大小，戰勝者或戰敗者，都有機會在同等條件下，為了實現它們經濟的繁榮，參加世界貿易和獲得世界的原料； 　　Fourth, they will endeavor, with due respect for their existing obligations, to further the enjoyment by all States, great or small, victor or vanquished, of access, on equal terms, to the trade and to the raw materials of the world which are needed for their economic prosperity； 　　第五，他們希望促成所有國家在經濟領域內最充分的合作，以促進所有國家的勞動水準、經濟進步和社會保障； 　　Fifth, they desire to bring about the fullest collaboration between all nations in the economic field with the object of securing, for all, improved labor standards, economic advancement and social security； 第六，在納粹暴政被最後消滅之後，他們希望建立和平，使所有國家能夠在它們境內安然自存，並保障所有地方的所有人在免於恐懼和不虞匱乏的自由中，安度他們的一生； 　　Sixth, after the final destruction of the Nazi tyranny, they hope to see established a peace which will afford to all nations the means of dwelling in safety within their own boundaries, and which will afford assurance that all the men in all the lands may live out their lives in freedom from fear and want； 　　第七，這樣的和平將使所有人能夠在公海上不受阻礙地自由地航行； 　　Seventh, such a peace should enable all men to traverse the high seas and oceans without hindrance； 　　第八， 他們相信，世界上所有國家，為了現實的和精神上的理由，必須放棄使用武力。如果那些在國境外從事或可能以侵略相威脅的國家繼續使用陸海空武器裝備，則未來的和平將無法維持；所以他們相信，在一個更普遍和更持久的全面安全體系建立之前，解除這些國家的武裝是必要的。同樣，他們會協助和鼓勵一切其他可行的措施，來減輕愛好和平的人民在軍備上的沉重負擔。 　　Eighth, they believe that all of the nations of the world, for realistic as well as spiritual reasons must come to the abandonment of the use of force. Since no future peace can be maintained if land, sea or air armaments continue to be employed by nation which threaten, or may threaten, aggression outside of their frontiers, they believe, pending the establishment of a wider and permanent system of general security, that the disarmament of such nations is essential.
