General requirements for coupling two symmetrical diameterbolt a 第四章 机构准入管理 第一节 内部机构准入与退出 第三十二条 内部机构是指我行各级分支机构～包括:一级分行、二级分行、一级支行和营业网点～其中一级分行、二级分行与一级支行为内部管理机构。 第三十三条 各级内部管理机构应根据当地市场状况和自身经营情况～向上级机构申请开办实物贵金属业务与黄金定投业务～在取得上级机构业务开办授权或转授权后方可对外开办。上级机构可授权或转授权下级机构对外开办实物产品销售、提取、回购、黄金定投中的全部或部分业务。 第三十四条 内部管理机构申请开办实物贵金属业务与黄金定投业务～应当具备下列条件。 ,一,在申请开办的前一年内经营活动正常～没有发生过重大事故。 ,二,已制定完善的应急管理措施和内部风险控制制度。 ,三,有一定的客户基础和市场需求。 ,四,配备了承担业务管理、资金清算、会计核算及税务处理等工作的人员～且人员已接受相关规章制度的培训。 ,五,按照《现金出纳管理办法》及相关制度规定～辖内具备满足实物产品储存条件的金库～并已做好接收和管理实物产品的准备。 ,六,辖内网点若拟销售总行已准入的代销～一级分行应与供应商 9 提前接洽～明确合作。 ,七,申请办理黄金回购业务的内部管理机构～一级分行应已与总行准入的黄金回收厂商,以下简称“回收商”,提前接洽～明确合作方案～下辖机构中应有具备办理黄金回购业务条件的网点。 ,八,根据当地税务机关要求～一级分行或其他级别的机构必须已具备一般纳税人资格。 ,九,辖内至少有一家营业网点符合成为提金网点的条件且预备开办提金业务。 ,十,总行要求的其他开办条件。 第三十五条 营业网点申请开办实物贵金属业务与黄金定投业务～须逐级向上级机构提交开办申请～原则上由一级分行负责准入审批。有其他特殊规定的～按特殊规定办理申请和审批。 第三十六条 营业网点申请开办实物贵金属业务与黄金定投业务应具备以下条件。 ,一,上级管理机构应已获得业务开办授权。 ,二,具备良好的风险防控水平～在业务开办前一年内经营活动正常～没有发生过重大事故。 ,三,具备一定的客户基础和业务市场需求。 ,四,配备接受过业务培训、熟悉业务的操作人员与营销人员～能为客户提供贵金属投资咨询服务。 ,五,已做好对外宣传公告的准备工作～配备了业务宣传折页、客户单证与协议等。 h coupling of vertical, not oblique.
