政党论文：政党 外交 中日关系 政党论文:政党 外交 中日关系 【中文摘要】随着当今国际形势的变化,各国之间的交流往来已经日益密切频繁,并不断深化,交流形式也趋于多样化,现代外交表现为总体外交,是政府外交、政党外交、民间外交、议会外交、军事外交、经济外交等各种外交的综合体,各种外交同时并存,都能发挥作用。在现代公共外交领域中,作为一轨外交的政府外交由于有着严格限制,其他外交形式的必要性已经日渐突出。目前,世界绝大多数国家都有不同类型的政党,这些政党在各国政治生活中占有重要地位,一国执政党和参政党是国家内政外交的主导力量。冷战结束后,经济全球化加速发展,世界政治格局趋向多极化,政党格局和政党体制也出现了许多新情况、新变化。经过十多年风雨洗礼,世界政党政治目前已进入了一个新的多样化的平稳发展时期。扩大了的政党数量和政党作用、多样化的政党体制、宽松平稳的政党活动环境都为政党外交提供了新的契机。各国政党根据形势变化,以本国经济和社会事务为重点,积极进行改革和调整,政策务实。政党政治的兴奋点已从过去单一的政治斗争目标逐渐转移到经济社会发展这些人类共同关心的问题上,政治与经济并重,政党作用领域比过去更加宽泛,政党外交也有了更广阔的空间。其对外交往也日趋活跃,在国际政治舞台上发挥了独特作用。作为执政党的中国共产党的对外交往,是国家总体外交的重要组成部分,它服从并服务于国家的发展和外交战略,为促进我国与 各国关系发展,为国内建设争取良好的国际环境,为维护世界和平都做出了重要贡献。在中国共产党的外交史上,中日政党外交更有着特殊的意义和重要性。中国和日本分别作为当今世界的政治大国和经济大国,已经扮演并将继续扮演举足轻重的角色,中日关系的良好运行与发展不仅关系两个国家,亚太地区的和平稳定与发展,而且对于整个世界的和平与发展,公正合理的国际政治经济新秩序的建立都将有着重要的意义。中日之间的交往由于历史原因出现过一些困难和曲折,在交往中,政党外交一直发挥着极为重要的作用。在进入21世纪的今天,研究中国政党外交尤其中日之间政党外交不论在理论上还是实践上都有着极为重要的意义。本文主要以中日政党外交为例来研究在经济全球化、世界多极化和国际关系民主化的潮流下政党外交的过程、功能及其在政府外交中的作用,以此说明政党外交不仅可行,而且十分必要。本文共分为导论,正文和结束语三部分。导论部分主要就选题意义、研究现状、和依据、以及研究方法做了简要介绍。正文部分共分为三章。第一章主要介绍了政党外交的概念及基本内涵、政党外交的功能以及政党外交对政府外交的影响。第二章主要论述了中日政党外交的过程。第三章主要是中日政党外交对两国政府外交的推动,进一步说明政党外交的重要性。结语主要是对政党外交的启示做简要阐述。 【英文摘要】With the changes of the current international situation, exchanges among countries have become more and more closely and frequently, the content more deeper and forms more diversified. Modern diplomacy is general diplomacy that the synthesis of official diplomacy, political party diplomacy, people-to-people diplomacy, parliamentary diplomacy, military diplomacy and economic diplomacy, etc. All of them coexist and perform different function. In the field of modern public diplomacy, for the official diplomacy as consistent diplomacy is severely restricted, so the necessity of other diplomatic forms has become increasingly highlighting.At the present, most countries have different types of political parties which having occupied a key position in each country’s political life. The ruling party and the participating party are the leading force in the internal and foreign affairs. The development and evolvement, differentiation and combination of domestic political party politics, and the alternation in political programs of the ruling party would not only inevitably affect the state-power-structure and government-operations, but also affect the changes of the state foreign policy and the chain reaction of international politics. After the Cold War, economic globalization has developing rapidly, the world political structure moving further toward multi-polarization, the party structure and system have also kept popping up many new situation and changes. Going through 10 years of trials and severe tests, the world party politics has entered a new diversified stable growing period. Expanded parties quantity and function, diversified parties system and loose stable operating environment have provided a new opportunity for diplomacy. In accordance with the situation changes, each country’s political party focuses on national economy and social affairs to carry out the reform and adjustment actively. The policy is pragmatic. The party politic has gradually transferred the exciting point from the past single political struggle objective to the economic and social development of common interest issues. To lay equal stress on politics and economics, the scope of parties has tremendously broadened, so did the political party diplomacy. Foreign contacts are becoming increasingly active and playing a unique role in the international political arena.As the ruling party, the foreign exchange of the Communist Party of China is an important part of nation’s general diplomacy which is subordinated to and serve the development of the country and diplomatic strategy, which has made great contribution to promote development of relations between China and other countries, to strive for a good international environment for the civil construction and to safeguard the world peace. In the diplomatic history of the CPC, Sino-Japanese political party diplomacy has much more special significance and meaning. Currently, as world major political and economic power, China and Japan respectively has played and will continue to play an decisive role, therefore, the good performance and development of Sino-Japanese relation not only concerns both sides, the peace, stabilization and development of Asia-Pacific region, but also is of great significance of the whole world peace, development and establishment of new equitable and rational international political and economic orders. Exchanges between China and Japan have some difficulties and twists and turns for history reasons, but in the exchanges, the political party diplomacy has played a crucial important part all the time. Firstly, the contact between national political parties can exchange information of common interest and hold discussion about policy. In the terms of exchange of ideas, the political party communication has its flexibility that can overstep the severe restriction of official diplomacy. Secondly, the “political party diplomacy” is also the exchange of bilateral or multi-lateral party’s public opinions which can supplement shortage of official diplomacy, therefore, form the public opinion basis of official diplomacy. In the 21st century, the study of Chinese political party diplomacy especial Sino-Japanese political party diplomacy has a very great significance in theory as well as in practice. In this paper, taking Sino-Japanese political party diplomacy as an example to study the political party diplomacy’s feasibility and necessity in the trend of economic globalization, world multi-polarization and democratization of international relations. Facts have proved that each country’s political parties pay attention to use their own status and influence to promote faction edge exchanges and cooperation, having been very active in carrying out political party diplomacy. The political party diplomacy can play a unique role in the development of nation’s foreign relations. It is a country the main component of general diplomacy, and it is an important supplement to official diplomacy.This article is divided into three parts:introduction, body and concluding remarks. Introduction briefly introduces the significance of the topic, research at present, research background and research methods. The body is divided into three chapters. The first chapter focuses on the concept, the meaning and the role of. The second chapter briefly introduces the process of Chinese-Japanese political party diplomacy. The third chapter mainly discusses the catalytic effect of Chinese- Japanese political party diplomacy for bilateral governments. It tells us that political party diplomacy is very important.
