[宝典]象牙海岸阿比尚市猪只屠宰商与批发商绩效之研究 象牙海岸阿比尚市猪只屠宰商与批发商绩效之研究 象牙海岸阿比尚市豬隻屠宰商與批發商績效之研究 Pig Slaughters and Wholesalers Performances in Abidjan, Cote d'Ivoire 研究生:塔哥貝 TIHO Tagouelbe 指導教授:黃文琪博士 Wen-Chi HUANG, Ph.D. [摘要] 在 象 牙 海 岸 共 和 國 (Cote d'Ivoire) 之 肉 豬 產 業 是 一 個 新 興 的 產 業。面 對 都 市 化 的 壓 力， 象 牙 海 岸 的 政 府 在 1990 年 即 支 持 一 個 法 國 的 非 政 府 組 織 FERT 推 動 豬 隻 育種 計 畫。本 研 究 探 討 在 象 牙 海 岸 最 大 都 會 區 之 一 的 阿 比 尚 區 (Abidjan) 之 豬 隻 屠 宰 市 場 之 屠 宰 量、 每 月 肉 品 處理 量 及 每 個 批 發市 場 承 銷 商 之 購 買 量、 農 民 (供應人) 提 供 之 屠 體 重 量 等 肉 品 品 質 表 現 以 及 主 要 交 易 商 之 市 場 佔 有 率。本 研 究 有 關 豬 隻 屠 體 交 易 等 主 要 資 料 來 自 阿 比 尚 區 之 Yopougon 豬 隻 屠 宰 場。本研究分析自1999年至2007年間的資料顯示，其豬隻屠宰量為158, 698 隻， 總 重 10,875 公 噸。 交 易 量 最 高 之 前 三 名 交 易 商 之 市 場 佔 有 率 高 達 82.72%， 其 中 婦 女 團 體 佔 23.86%。 此 九 年 間 的 月 資 料 顯 示 屠 宰 量 具 有 顯 著 的 季 節 性。 其 中 以 12 月 份 之 平 均 交 易 量 最 高， 達 117.6 公 噸， 而 每 頭 屠 體 平 均 重 量 為 67 公 斤; 以 2 月 份 的 平 均 交 易 量 最 低， 比 12 月 份 降 低 了 27.21%， 不 過 每 頭 屠 體 平 均 重 量 則 維 持 不 變; 7 月 份 之 平 均 交 易 量 則 比 12 月 份 減 少 23.5%。 此 產 業 對 社 會 動 亂 的 反 應 也 相 當 敏 感，自 2004 年 至 2007 年 間 低 屠 體 重 量 之 肉 豬 所 佔 的 比 例 增 加 為 20.74%。為 了 探 討 此 計 畫 對 婦 女 承 銷 團 體 的 影 響，本 研 究 面 訪 27 名 從 計 畫 執 行 之 初 即 已 參 與 其 中 的 女 性 承 銷 人。 結 果 發 現 其 社 會 經 濟 地 位 有 大 幅 的 改 善、 讓 她 們 在 家 中 扮 演 角 色 的 重 要 性 提 升、 讓 家 中 的 男 性 可 以 依 賴 她 們 支 付 家 庭 支 出 諸 如 學 雜費 、 餐 費 及 幫 忙 支付 購 買 家 用 資 產。 女 性 承 銷 人 每 月 收 入 介 於 244.47 美 元 至 832.37 美 元 之 間。 其 中 有 88.9% 的 已 婚 女 性 對 家 庭 支 出 提 供 很 大 的 幫 助， 其 所 負 擔 的 家 計 單 位 之 人 口 數 介 於 8 至 14 人 之 間。 女 性 承 銷 人 所 面 臨 的 最 大 問 題 是 金 融 市 場 的 不 健 全; 她 們 即 使 在 商 業 銀 行 中 有 存 款， 仍 往 往 沒 有 機 會 獲 得貸 款。 因 此 她 們 經 常 必 須 利 用以 自 己 的 團 體 成 員 間 以 互助 精 神 建 立 的存 款 信 用 組 織 取 得 資 金。 另 一 個 問 題 是 因 為 鄉 間 的 道路 品 質 不 佳， 影 響 僱 用 卡 車 送 貨的 成 本 。最 後， 本 研 究 亦 顯 示 女 性 承 銷 人 常被 路 邊 武 裝維 安 人 員 勒 索， 其 遭 勒 索 額度 以 未 受 教育 婦 女比 受 過 教 育的 婦 女 高 26.62%， 其 額 度 每 次 介 於 10.80 美 元 至 13.68 美 元 間， 需 支 付 範 圍 涵 蓋市 區 內、 從 屠 宰 場 到 她 們 自己 的 銷 售 點 之 小 舖 之 間。 關鍵詞: 豬隻屠宰場, 女性承銷人, 肉品批發市場, 阿比尚, 象牙海岸 [Abstract] In C?te d'Ivoire the meat sector, especially for pigs, is a newly developed sector. Facing urbanization, the government of C?te d'Ivoire supported a French Non Governmental Organization (FERT) project for pig breeding in 1990. This study examined the performance of the pig slaughterhouse in Abidjan, one of the biggest metropolitan areas in Cote d'Ivoire, on the number of pig slaughtered, monthly meat treated and bought per wholesaler, farmers' performance in terms of carcass weight, and the market share of the main traders. The data on pig carcass weight was collected at the township slaughterhouse of Yopougon, in Abidjan. The data analyzed from 1999 to 2007 showed that 158, 698 pigs were slaughtered and weighing 10,875 metric tons. It revealed that 82.72% of the market was controlled by three leading traders, among which the saleswomen association controlled 23.86%. In addition, the monthly data for the 9 years period revealed that the slaughters were significantly seasonal. In December, the supplies equaled to 117.6 metric tons with a carcass weight of 67 kg and the drawbacks were observed on February with a reduction of 27.21% for supplies with an equal carcass weight. The month of July was also characterized by a reduction of 23.5% compared to December. The sector was very responsive to the social crisis and the small carcasses rate increased from 2004 to 2007 leading to 20.74%. To assess the project impact on the saleswomen, a face to face interview was carried out on the 27 remaining pioneer woman collectors. Their socio-economic conditions have greatly improved, giving them an important role in their families, where men can rely on them for household expenses such as payment of school fees, food requirements and participation in household assets acquisition. The monthly earnings of the woman collectors fluctuated between $US 244.47 and 832.37. At 88.9%, these women having husbands are helping a lot for families' expenses, and these aids contributed to take care of household sizes between 8 and 14 persons. The main problems of these women were the financial market failures, without any opportunity of loans from commercial banks even if some of them had savings in those institutions. They assisted each other with their own rotating saving and credit association. The bad quality of roads in rural areas affected the trucks hiring prices, and finally the study revealed that women were racketed on roads sides by security forces. These racketed sums were found to be higher for uneducated compare to educated women for 26.62% from $US 10.80 to 13.68 per load within the city, between the slaughterhouse and their stands.
