分配第三军医大学研究生毕业分配工作暂行规定 分配:第三军医大学研究生毕业分配工作暂行规定 2009-04-21 为认真做好我校研究生毕业分配工作，保证分配的落实，实现人才资源最佳配置，充分发挥人才培养效益，现根据上级有关毕业研究生分配政策，结合本校实际，特定本规定。 一、分配原则 分配毕业研究生，必须贯彻"尊重知识、尊重人才"的方针，坚持"学用一致，专业对口，按需派遣，保证重点"的原则，在保证院校和科研单位需要的同时，逐步向作战部队和边远艰苦地区部队倾斜。 (一)毕业研究生属部队在职干部考取的，原则上全部回入学前所在大军区级单位内分配，其中属本校在职干部考取的，回原工作单位。 (二)毕业研究生属军队院校应届本科毕业生和地方人员考取的，由培养单位根据学科建设和工作需要按规定比例选留，其余部分在全军范围内分配。其中，因当年报考非基础专业或由于招生数量所限，而确定为保留硕士入学资格的应届本科毕业生，以保留学籍所在单位在职干部身份按(一)款办理。 (三)毕业研究生属定向招生的，全部分配到定向单位工作。 二、选留对象和比例 培养研究生(或用人)单位选留对象为本校和其他军队院校应届本科毕业生以及地方人员考取的非定向研究生。选留比例，硕士生不超过上述对象毕业生总数的30%，博士生不超过40%。本校在职干部考取的研究生，全部留校，不占选留比例，在校内调整的，须征得原送学单位同意。要严格控制基础学科毕业研究生选留到临床工作，鼓励和支持临床学科毕业研究生选留从事基础教学、科研工作。 三、分配计划的拟制 毕业研究生分配摸底工作于每年10月进行。分配按以下程序拟制和上报。 (一)研究生管理大队党委按照毕业分配原则和本人所学专业，在研究生毕业前一年度的11月5日前，向学校政治部上报毕业研究生的预分意见。预分意见按"部队在职干部"、"地方在职干部"和"军队(或地方)院校应届本科毕业生"三类分别上报(见1、2、3)。各用人单位，需接收本单位或本校其他培养单位毕业研究生的，应结合干部管理规划，须于11月1日前上报拟接收毕业研究生计划(见表4)，并抄送研究生管理大队。 1.凡定向招生和部队在职干部考取的研究生，本人不再提出分配志愿，由定向单位或入学前原大军区级单位政治部干部部确定其具体分配单位。 2.军队院校应届本科毕业生和地方人员考取的研究生，由研究生管理大队根据各用人单位的接收计划和本人志愿(见表5)，提出留校或拟分配大军区级单位的意见。 structure column section size wall wide x wall wide, distribution reinforced 4 φ 12 (and subject structure used plant reinforced way for connection), and φ 6@100/200, floors upper and lower 500mm range within hoop reinforced encryption, spacing 100mm, in lashing hoop reinforced Shi, away from floor 50mm set first road, encryption district zhiwai, hoop reinforced spacing 200mm, structure column, and door had beam concrete strength grade are for C25. (A) working conditions ? construction technology to give the low-down, roof 3.部队在职干部考取的毕业研究生需跨大军区调整工作单位的，原则上分配回原大单位后按干部调动规定办理;个别确需调整分配的，其本人须征得原送学和接收大军区级单位干部部门同意，并于毕业年度的6月15日前出据双方书面材料，经报上级批准后，可在学校办理。 (二)学校政治部根据我校教学、科研和医疗工作的实际需求，汇总研究生管理大队上报的毕业研究生预分意见和各用人单位拟接收意见，经校党委研究审定后，于11月20日前将分配预案寄送各大单位干部部，供用人单位选择。 (三)各大单位干部部于研究生毕业年度的2月10日前将需求意见反馈给学校和后政干部部。 (四)学校根据各大单位的需求情况，综合研究拟制分配计划预案，于研究生毕业年度的2月底前报后政干部部审批，并于6月下达分配通知。 四、分配派遣的办法和要求 学校政治部按照总政干部部下达的分配计划和各大单位提供的分配单位及报到地点，对我校毕业研究生进行派遣。 (一)办理离校手续的程序 1.向所在科室移交器材、设备和教学、研究等。 2.归还图书馆各类借阅图书。 3.结清教学保障处、财务处各类帐目。 4.归还中心实验室实验器材，结清帐目。 5.研究生处交验论文和归档材料。 6.归还所在单位和研究生管理大队营具及住房钥匙等。 7.凭研究生管理大队加盖公章的《毕业研究生离校手续清单》(见表6)到学校政治部干部处转换《毕业学员报到通知书》，到分配单位报到。 (二)离校时间及要求 1.毕业研究生离校时间:已答辩的，从毕业典礼之日起算;未答辩的，从答辩之日起算。 2.校外分配毕业研究生应在7日内离校，15日内到分配单位报到。 3.留校分配的毕业研究生应在3日内办理完报到手续，5日内到工作单位报到。 4.毕业研究生的《毕业证书》、《学位证书》及相关归档材料，由研究生处负责办理;毕业研究生的组织、供给、服装关系介绍信，原始档案材料和在校档案材料，以及军队院校应届本科毕业生和地方人员考取研究生的行政介绍信，由研究生管理大队负责办理。上述材料均于分配通知下达后7日内移交学校政治部干部处，15日内寄往毕业研究生分配单位政治机关的干部部门。凡未到学校政治部干部处转换《毕业学员报到通知书》(包括留校研究生)的均不寄发上述有关材料。 structure column section size wall wide x wall wide, distribution reinforced 4 φ 12 (and subject structure used plant reinforced way for connection), and φ 6@100/200, floors upper and lower 500mm range within hoop reinforced encryption, spacing 100mm, in lashing hoop reinforced Shi, away from floor 50mm set first road, encryption district zhiwai, hoop reinforced spacing 200mm, structure column, and door had beam concrete strength grade are for C25. (A) working conditions ? construction technology to give the low-down, roof 五、毕业研究生的定职定级、工资待遇 确定毕业研究生的职务、专业技术等级和工资待遇，按照总参谋部、总政治部、总后勤部印发的《关于贯彻(军队工资改革方案)的实验办法》([1993]后联字第4号)执行。由接收单位按照军队的有关规定，及时为毕业研究生评审、任命专业技术职务，确定、调整专业技术等级或者行政职务等级，评授、晋升军衔或者评定、晋升文职级别。 六、应届毕业硕士生报考博士 本校各类应届毕业硕士生，可报考本校或者军队其他院校和科研单位的博士生。其中，属部队在职干部考取的硕士生拟报考者，必须向入学前所在部队单位政治机关干部部门报告，经大军区级单位政治部干部部批准，方可报告。考试成绩、复试、政审合格后，须出据本人与入学前大军区级单位政治部干部部签订的《军队校校录取部队在职干部为博士研究生协议书》(附后)，方予录取;属军队应届本科毕业生和地方人员考取的硕士生拟报考者，经研究生管理大队同意，介绍到学校政治部批准后，可直接报考。研究生管理大队在上报研究生预分意见时，务必要对应届毕业硕士生拟报考的博士单位名称，在备注栏内作具体说明。 七、应届毕业博士生从事博士后研究 本校各类应届毕业博士生，拟从事博士后研究工作的，应先去分配单位报到，由分配接收单位的军以上(含军)政治机关干部部门按博士后管理规定办理进站手续，或者经分配接收单位的军以上政治机关干部部门同意并来函委托，可由学校政治部办理报批和进站手续。 八、毕业分配纪律 各培养单位有责任督促毕业研究生按时离校报到，并于研究生毕业年度的8月5日前报告研究生离校情况，同时，各接收单位应报告分配到本单位研究生报到情况。对个别无正当理由不服从分配的，按以下规定处理: (一)按第四条第(二)款中规定的离校报到时间，对逾期不离校的毕业研究生，从下1个月起收回住房，停发工资和被装供给;擅自留用、接收和继续发放工资、被装、提供住房的，应当视为擅自办理干部调动的违纪行为，在坚决纠正的同时，要按照干部工作纪律追究有关单位和当事人的责任，并作严肃处理。 (二)对不服从分配，经批评教育无效的，擅自调整工作单位或去地方谋职的毕业研究生，由研究生管理大队按照《中国人民解放军纪律条令》及学籍管理有关规定提出处理意见，性质严重的，取消干部身份直至除名，撤出其档案中有关学籍、学历材料，并由本人偿付在校学习期间的培训费。属部队在职干部考取的研究生退回入学前大军区单位;属军队院校应届本科毕业生和地方人员考取的，退回入伍(学)前户口所在地。 研究生管理大队应切实加强对毕业研究生分配工作的领导和管理，有针对性地进行毕业分配教育，认真组织学习和宣传毕业分配原则和政策规定，深入细致地做好毕业研究生的思想政治工作。用人单位应进一步增强人才意识，不断优化用人环境，使毕业研究生在我校教学、科研和医 structure column section size wall wide x wall wide, distribution reinforced 4 φ 12 (and subject structure used plant reinforced way for connection), and φ 6@100/200, floors upper and lower 500mm range within hoop reinforced encryption, spacing 100mm, in lashing hoop reinforced Shi, away from floor 50mm set first road, encryption district zhiwai, hoop reinforced spacing 200mm, structure column, and door had beam concrete strength grade are for C25.
