In industry poverty aspects, to relies on I County of fruits and vegetables canned and honeysuckle two big industry, play agricultural processing enterprise in funds, and technology, and sales, and employment, aspects of advantage, through "enterprise + base + poor", mode, guide poverty village, and poor development quality forest fruit, and Chinese herbal medicines, and mushroom, and facilities vegetables, and flower seedlings, features industry, absorb poverty labor employment increase, effective increased poor business sex income and workers income, 1.项目概况 浙江远力健药业有限责任公司，前身为浙江贡肽药业有限责任公司。该公司创建于1995年1月6日，2007年5月完成重组改制，下属有全资子公司建德市医药药材有限公司和控股子公司杭州中药现代化研究中心。 浙江贡肽药业有限责任公司位于杭州建德市区西南1.5公里处，占地10735平方米，建筑面积2584平方米。拥有片剂、胶囊剂两个生产线和原料药车间，2005年通过GMP认证复检。该公司拳头产品瑞巴派特片为国家二类新药，已列入全国十六个省医保用药目录;清开灵片为国家中药保护品种，已进入国家基本用药目录;此外，该公司生产的品种还有银黄颗粒、盐酸洛美沙星片(乐贝新)等。该公司研制的清感九味丸于2009年4月获得国家食品药品监督管理局颁布的生产批件。 浙江远力健药业有限责任公司于2007年完成重组改制后，恢复了盐酸洛美沙星片的生产，并新增生产品种瑞巴派特片、清开灵片。随着市场销售的不断拓展，该公司现有生产规模已不能满足市场需求;同时，随着新产品研究的不断推进，该公司研制的清感九味丸等品种也将陆续上市，但由于该公司目前现有生产线的限制，一些品种不能投入生产。因此，迫切需要新建一个产能更大、设备更先进的固体制剂车间来满足不断扩大的生产要求和市场需求。为此浙江远力健药业有限责任公司投资5500万元拟新建年产200吨固体制剂生产线。该建设项目完成后，该公司将实现年产片剂3.0亿片、胶囊剂1000万粒、颗粒剂3000万袋、丸剂1350万丸，实现年工业产值4.5亿元，年创利税5000万元。项目建设地点位于建德市区南3公里的有机硅工业园内。本项目占地面积54.74亩，建筑用地11186平方米，总建筑面积28772平方米，将建设成具有国内先进水平的固体制剂生产厂。 2.工程内容及污染因素分析 2.1工程内容 (1)项目名称:年产200吨固体制剂建设项目。 (2)建设单位:浙江远力健药业有限责任公司。 (3)建设地点:建德市新安江街道有机硅工业功能区。 (4)占地面积:54.74亩。 (5)投资:本项目总投资5500万元人民币。 (6)年生产日和工作制:年生产日250天，生产车间采用二班制，其余为常one good, one not. In industry poverty aspects, to relies on I County of fruits and vegetables canned and honeysuckle two big industry, play agricultural processing enterprise in funds, and technology, and sales, and employment, aspects of advantage, through "enterprise + base + poor", mode, guide poverty village, and poor development quality forest fruit, and Chinese herbal medicines, and mushroom, and facilities vegetables, and flower seedlings, features industry, absorb poverty labor employment increase, effective increased poor business sex income and workers income, ?公众调查结论 根据调查表形式的调查反馈意见看，接受调查的当地群众中，基本上都对项目有所了解;对于本项目的总体支持态度，94%的个人表示支持，另有6%的个人持无所谓态度，无人有反对意见。 从团体调查的情况看来，接受调查的22家单位中，基本上了解本项目的基本情况，并且有17家单位对于本项目都持支持态度，4家认为与己关系不大，持无所谓态度，有1家单位提出反对意见，不赞成的原因是该单位对项目建设情况不了解，我公司组织人员与该单位进行交流，对项目基本情况以及对环境影响的污染防治措施进行说明，做到污染物达标排放，对周边环境影响降到最低。由于该公司不属于环境敏感点，且该公司反对意见不能说明反对意见的理由，因此本环评对其的反对意见不予采纳。 同时，本项目于2010年5月21日-6月3日、2010年6月11日-6月25日在建德市新安江街道有机硅工业功能区办公室信息公开栏和建德市新安江街道管理委员会信息公开栏，在公示期间，环保管理部门、新安江街道管理委员会、建设单位及环评单位未收到公众对本建设项目的环境保护意见。 7.环境可行性及评价结论 1、产业政策符合性分析 本项目为医药制造项目，根据“国务院关于发布实施《促进产业结构调整暂行规定》的决定(国发[2005]40号)”，同时根据《杭州市产业发展导向目录(2010年)》“中药现代化项目，包括中药材的GAP种植，中药材资源保护及综合利用，中药饮片配方颗粒的研究与生产，饮片集中配送项目，中药材饮片GMP生产及生产工艺与装备的改进，中成药的新药研发及名优产品的二次开发，中药保健食品的开发与生产”。本项目为鼓励发展行业，因此，项目建设符合地方及国家相关产业政策。 2、规划符合性分析 项目位于建德市新安江街道有机硅工业功能区块，根据《建德市生态功能区划》，项目所在地(编号:?3-20182C02;新安江—更楼工业发展生态环境功能小区)属于“重点准入区”。根据土地使用证，本项目所在地用地性质为工业用地，故本项目建设符合建德市功能区划及城市总体规划要求。 9 3、清洁生产原则符合性分析 本项目生产工艺成熟，生产设备先进，只要在项目实施过程，严格贯彻清洁生产，提高清洁生产认识，加强节水、节电和环保治理措施的落实，不断学习国内外先进的清洁生产经验，实施持续提高的清洁生产，则项目可以符合清洁生产原则。 4、达标排放原则符合性分析 项目产生的间接冷却水循环回用，工艺废水及地面拖洗废水排入污水处理站处理;生活污水经封闭式化粪池处理，达标处理后的废(污)水纳入园区污水管网;项目产生的粉尘经布袋除尘器除尘后达标排放;噪声经过采取适当措施后，外排噪声达到厂界标准;固体废物经适当处置后对周围环境影响较小。因此项目产生的所有污染物符合达标排放原则。 5、总量控制原则符合性分析 项目属新建，排放的污染物量均属净增量，具体排污容量由建设单位报请建德市环保局批准，并在建德市排污总量中调剂解决，获得批准后，项目污染物排放符合总量控制要求。 6、维持环境质量原则符合性分析 项目产生的间接冷却水循环回用，工艺废水及地面拖洗废水排入污水处理站处理;生活污水经封闭式化粪池处理，达标处理后的废(污)水纳入园区污水管网，周围水环境仍能维持现状等级;项目粉尘经布袋除尘器除尘后达标排放，预测表明对周围环境空气影响较小，周围环境空气质量仍能满足功能要求;噪声经过采取适当措施后对周围环境影响较小，周围声环境仍能维持现状等级;固体废物经回收等相关处理后，对周围环境影响较小。因此本项目建成后对周围环境影响较小，周围环境仍能维持现状等级。因此，项目符合维持环境质量原则。 7、生态保护措施可行性分析 本项目产生的“三废”经适当处理后能做到达标排放，对环境影响较小，项目对周围大气、水、声等生态环境的影响在可接受范围内。 8、风险防范措施符合性分析 本项目选址于建德市新安江街道有机硅工业功能区块内，项目生产过程中乙醇和硫酸属于危险物质，乙醇属于微毒、易燃物品，根据《重大危险源辨识》one good, one not.
