单独建筑物各层功能有变化的应将所在层数和功能标于总图上。 4(9)总图应按《城市居住区规划设计规范》(2002年版)GB50180-93深度要求标注用地平衡表、经济技术指标表、建筑一览表。表格形式参见第3条第10小条。 4(10)建筑位于不同高程地坪上时，应将相对于不同高程地坪的室内标高及入口室外标高和建筑四角点标高落于总图上。 5、说明书:内容应包括规划概况与现状特点，地形地貌、高程及用地面积;规划指导思想及方案特点，总体布局手法和各种要素的综合平衡;竖向布置原则、排水形式和道路系统布局;住宅单体要求及布置原则;公建配套的特点及标准;绿化建筑小品的设置;各种工程管线规划的依据、理由;经济分析，主要经济技术指标和工程估算。 7 6、管网综合及基础数据表报批要求 1)、填写基础数据表三分，如为居住用地，须在采暖一栏中标明是否采取地热。 2)、管网综合图应标明用地坐标，外围道路中心坐标、名称及用地边界桩号;标明管径大小、各类管线接口桩号;标明场地标高及排水方向;标明管线与管线之间、建筑物及用地界限间的平面尺寸。 3)、依据1:500近期实测地形图将现状地下管网标明在管网综合图中。 4)、原则上不允许自建锅炉房，对于周边无供热条件的可自建临时锅炉房，必须办理报批手续。 7、上报图件应按照中华人民共和国建设部颁发的《建筑工程设计文件编制深度规定》及《总图制图标准》编制设计文件。 8、所有图纸需加盖设计院资质章、出图专用章(管网综合除外)，且编号应与设计院编号相符，签字栏必须完整。 四、修建性详细规划报批设计要求: 1、各类建筑物从道路红线退缩的距离，由城市规划行政主管部门根据建筑物的高度、性质、功能以及所处地段道路的级别确定，建筑退用地红线距离应满足规划设计条件要求，其退线距离不得小于(表1.1)所列值，并同时符合满足城市轨道安全保护区、城市高压线规划走廊宽度(见表1.2)日照、消防、环保、防空、防汛和交通安全等方面的规定和国家相关规范要求。 表1.1 建筑物后退道路红线距离指标表 hout major environmental pollution accident, waste gas, waste water, noise, dust, solidon witmme; (3)总平面图中应绘制场地主要采光方向剖面图，并详细标明剖面中建筑物室内?0.00标高、女儿墙标高、地面标高及相关尺寸。 4.7)具有甲级建筑设计资质的设计单位均可以使用经国家建设部认定的三维日照分析计算软件出具日照分析报告，并签字、加盖公章，同时对此日照分析报告结果负相应的法律责任。 5)、居住建筑公共服务设施 5.1)居住区配套公建应按《城市居住区规划设计规范》相关要求配置;具体功能应在建筑单体平面图中明确。 5.2)居住项目要求在用地内规划出垃圾处理点及相应场地(在总图中注明)。 5.3)普通中小学校建设标准应按《大连市普通中小学办学设施标准》执行。 5.4)幼儿园应独立设置，并有单独的用地范围;规模较小时(3班以下)可设置在建筑物一层，但应有独立的出入口和室外活动场地及相应的安全防护措施。 5.5)物业管理用房设置应按照《大连市实施“物业管理条例”办法》执行，具体设置如下: 5.5.1)建设单位开发建设的住宅及公建项目应设置物业管理用房。 25 5.5.2)视小区规模设置一个或多个独立的物业管理区域;每个物业管理区域均应按标准安排物业管理用房。 5.5.2)物业管理区域内规划总建筑面积在一万五千平方米以下的，安排物业管理用房一百平方米;一万五千平方米以上至三万平方米以下的，安排物业管理用房一百五十平方米;三万平方米以上至五万平方米以下的，安排物业管理用房二百平方米。 5.5.2)五万平方米以上部分，每增加二万五千平方米，增加提供五十平方米的物业管理用房;不足二万五千平方米，按二万五千平方米提供。 5.5.3)物业管理用房应当为地面以上的独立成套房屋，水、电、煤气、暖气、通信、排水等设施齐全，具备使用条件。门卫房、电话交换机房、监控室、员工休息室、换衣间、浴室、食堂、储藏室、电梯井、管道井、楼梯间、垃圾道、变电室、设备间、公共门厅、过道、地下室、车棚、车库、人防工程及室内层高不足二米二的房屋不作为物业管理用房。 5.6)社区设置:住宅、公寓户数在250户以下的，设置100平方米社区用房;250户至500户的，设置200平方米社区用房;500户至750户的，设置300平方米社区用房，750户至1000户的，设置400平方米社区用房;每增加250户，增加100米社区用房，不足250户的，按照250户计算提供;社区用房应为地上独立的具有水、电、采暖、通信等设施齐全的房间，且社区用房应有单独的活动场地。 6)、基地绿化环境景观应利用地形、地貌、植被合理设置，绿化hout major environmental pollution accident, waste gas, waste water, noise, dust, solidon witmme; 2、市政基础设施的新建、改建、扩建工程; 3、房屋装饰装修工程。 工程投资额在30万元以下或者建筑面积在300平方米以下的建筑工程，可以不申请办理施工许可证。 二、申报《建筑工程施工许可证》所需材料: 以下材料需提供原件及复印件一份，复印件留存备案(所有复印件需建设单位盖章)，原件窗口审核后返还(注明“原件留存”除外)。 1、《建设项目审批管理登记手册》、《建设单位项目负责人法人授权委托书》(原件留存);
