安徽外国语学院国际旅游学院学代会章程 安徽外国语国际旅游学院学生代表大会 章程 ,试行, 第一章 总 则 第一条 根据《中华全国学生联合会章程》和《 安徽外国语学院学生手册章程》的规定要求，为使我院学生代表大会(以下简称学代会)工作制度化、规范化、程序化，在总结学代会工作实践的基础上，结合我院具体情况，制定本章程。 第二条 国际旅游学院学代会是全体学生在院党委领导、院团委指导下行使民主权利和参与学校民主管理的基本形式，是拓宽学校和学生联系的重要渠道。它的常设机构是学代会常务代表委员会(以下简称常委会)。 第三条 学代会的基本任务: (一)遵循和贯彻党的教育方针，围绕我校“学兼中外，知行合一”的发展战略和“ 和谐奋进，屡创佳绩”的院训，针对我院不同层次学生的培养目标，团结和引导同学们德、智、体、美、劳全面发展，成为德才兼备、全面发展的合格人才; (二)维护校规校纪，倡导良好的校风、学风，促进同学之间、同学与教职员工之间的团结，协助学校建设良好的教学秩序和学习、生活环境，促进学校的管理工作; (三)努力为同学服务，指导、协助和监督学生会开展健康有益、丰富多彩的课外活动和社会服务，协助学校解决同学在学习和生活中遇到的实际问题; (四)沟通学校党政与广大同学的联系，通过学校各种正常渠道，反映同学的建议、意见和要求，参与涉及学生的学校事务的民主管理，代表和维护广大同学的正当权益和要求; 第四条 学代会在院党@@，在学校学生工作主管部门的指导下开展工作，按照本章程的规定程序行使职权。 第五条 学代会的一切活动以遵守国家的宪法、法律和法规为最高准则，在法律的允许范围内开展。 第六条 学代会的组织原则是民主集中制。 第二章 职 权 第七条 学代会行使如下职权: (一)听取并审议学代会常委会工作报告，讨论并决定学代会的工作方针和工作任务; (二)审议并通过学代会章程; (三)配合学校工作，收集、反映同学意见，向学校有关方面提交大会提案，并将提案的答复反馈给代表; (四)审议并通过由学院或学校学生工作部门推荐或学代会代表推选的学代会常委会委员组成名单; (五)选举产生学代会主席候任人选; At present, the County personnel totaled 93,000 people, is three times times of 2010. From Dongping actual see, "Thirteen-Five" during, County faced stable economic growth, and deepening structure adjustment of double task, both faced with economic total small, and per capita level low, and industry structure not reasonable, and economic development way extensive, basic situation, more has industry cluster early now prototype, and Park hosted capacity constantly enhanced, and resources traffic location advantage increasingly appeared, and cadres masses innovation venture passion (六)讨论和决定应当由学代会决议的其他重大事项。 第八条 学代会要尊重和支持学生会主席和学生会职能部门行使管理职权，协助他们开展工作。 第三章 代 表 第九条 代表条件: (一)具有我院正式学籍的全日制在校生; (二)自觉遵守和维护校纪校规，敢于同不良现象作斗争，能起到模范带头作用; (三)学习目的明确，成绩优良，德智体美劳全面发展; (四)具有全局观念和良好的群众基础，能积极主动反映学生的意见和要求，切实代表同学的利益。 第十条 代表一般以班级为单位按一定比例民主选举产生，一般任期一年或两年，代表名额和产生办法由学代会筹备委员会规定。 第十一条 代表出现违法乱纪或选举单位认为不称职或不尽代表义务的，经选举单位讨论获全体学生半数同意，可申报撤销或免去其代表资格。 第十二条 代表出现缺额，需要增补的，申报后，经学代会常委会二分之一以上委员同意，由缺额单位按程序补选。 第十三条 学代会活动根据需要可设列席代表和特邀代表。列席代表一般是未被选为正式代表的班级主要负责人主要负责 人 。特邀代表一般是相关学生组织代表。 第十四条 代表的权利: (一)有选举权、被选举权和表决权; (二)有对学代会常委会所作的工作报告进行质询并提出建议、批评和实行监督的权利; (三)就学代会职权范围提出议案和充分发表意见的权利。 第十五条 代表的义务: (一)努力学习并认真执行国家的法律、法规和和学校的规章制度，不断提高理论水平、个人素质和民主管理的能力; (二)积极参加学代会的活动，认真宣传、贯彻学代会决议，完成大会交给的各项任务; (三)密切联系广大同学，正确代表同学利益，维护同学合法权益，如实反映同学的意见和要求，做好同学工作，接受同学监督。 第四章 组织制度 第十六条 学生代表大会每一年举行一次。特殊情况下可延期或提前举行。学代会开大会期间，选举大会主席团主持会议，主席团本、专应占一定比例。 第十七条 学代会的议题，应根据学校的中心工作和同学们迫切关心的问题，经广泛听取同学意见后确立，先由学代会常委会讨论提出，交主席团审议后提交大会通过。 At present, the County personnel totaled 93,000 people, is three times times of 2010. From Dongping actual see, "Thirteen-Five" during, County faced stable economic growth, and deepening structure adjustment of double task, both faced with economic total small, and per capita level low, and industry structure not reasonable, and economic development way extensive, basic situation, more has industry cluster early now prototype, and Park hosted capacity constantly enhanced, and resources traffic location advantage increasingly appeared, and cadres masses innovation venture passion 第十八条 学代会的决议应认真贯彻，大会的提案应及时处理。决议的贯彻、提案的处理情况，应及时向代表及学生通报，学代会的工作情况应向学生公布，接受学生监督。 第十九条 学生代表大会应当有三分之二以上当选代表参加才能召开。本章程的修正须经到会代表的三分之二以上通过;在表决其他问题时，须经到会代表的二分之一以上通过。 第二十条 学生代表大会闭会期间由大会确认的常委会行使学代会职权。常委会委员原则上每个班级1名，由各班级推荐，学院主管学生工作党政领导和评审小组审查合格后，交学生代表大会确认组成 。 常委会委员出现缺额，需要增补的，由缺额班级推荐，经常委会同意，并报学校主管部门批准增补。 常委会对学代会负责，执行由学代会赋予的职权，报告工作，并受其监督。 常委会任期与学代会相同。学代会如提前或推迟举行，它的任期相应改变。 常委会进行选举和通过决议实行表决制。 第二十一条 常委会设委员长1名，副委员长2名，正、副委员长均由常委会投票后，经评审小组考核委任。 评审小组由学代会指导部门负责人和上届学代会常委组成。正、副委员长不能任职时，经增补后组成的常委会委员投票，由临时评审小组考查、批准和委任。 常委会可设秘书处协助工作。秘书处设秘书长、副秘书长各1名。 第二十二条 常委会职责和权利: (一)执行学代会的决议，向学代会负责并报告工作，在学 代会闭会期间行使学代会的职权; (二)做好学生代表大会的筹备工作和会务工作，成立学代会筹备委员会，组织选举代表，征集和整理提案，提出代表大会开会和下届大会主席团和其他有关人选建议名单，报上级审批; (三)听取、收集同学对学生会工作和学校有关部门工作的意见和建议; (四)遇有特殊问题，主持调查工作，由三分之一以上的学代会代表提议，且常委会认为有必要时，可临时召集全校学生代表大会; (五)解释本章程并监督其执行实施，行使学代会赋予的其他职权。 第二十三条 常委会委员长职责和权利: (一)在学代会、常委会闭会期间，执行学代会、常委会决议，执行本会章程，制定本会总体，向常委会负责、定期报告工作并接受其监督检查，对常委会的提案，及时解决(或与学校有关部门商榷)，并给以答复; (二)提名常委会秘书长和专门工作委员会(小组)负责人At present, the County personnel totaled 93,000 people, is three times times of 2010. From Dongping actual see, "Thirteen-Five" during, County faced stable economic growth, and deepening structure adjustment of double task, both faced with economic total small, and per capita level low, and industry structure not reasonable, and economic development way extensive, basic situation, more has industry cluster early now prototype, and Park hosted capacity constantly enhanced, and resources traffic location advantage increasingly appeared, and cadres masses innovation venture passion 人选，领导秘书和专门工作委员会(小组)开展工作; (三)召集和主持常委会会议，负责检查督促常委会委员出席有关会议，常委会委员不能出席会议时必须向委员长出具书面证明; (四)常委会在进行表决时，如遇表决结果均衡，委员长有加一票权; (五)决定其他的重大问题，行使其他学代会赋予的职权。 第二十四条 学代会根据需要可设立若干专门工作委员会(小组)，完成学代会交办的有关任务。专门工作委员会(小组)人选，一般应在学代会代表中产生，经常委会同意，也可以吸收不是代表的有关人员参加相关工作。专门工作委员会(小组)对学代会负责，接受常委会的领导。 专门工作委员会(小组)的任务: (一)对大会要讨论的问题进行调查、研究并提出建议; (二)对大会提案进行分析，对提案处理结果做跟踪调查; (三)检查、监督大会决议落实情况; (四)联络各学院代表小组(或代表团); (五)完成常委会交办的其它工作。 第五章 附 则 第二十五条 指导老师 指导老师由学校主管部门选派，负责指导、协助学代会及其常委会 工作，主持选举工作委员会及学代会评审小组工作。 第二十六条 各级学生干部，绝对禁止以权谋私、违法乱纪行为。一经发现，经调查属实者，应由学生代表大会，以及院各级学生工作部门视情节轻重给予批评、警告，违反校规校纪者，按学校有关规定，由学校给予处分。 第二十七条 学代会常委资格标准: (一)爱祖国、爱人民，热爱中国共产党，坚持四项基本原则，具有较高的政治素质，有良好的服务精神，乐于奉献 ; 爱祖国，拥护国家统一和“一国两制”，有民族自尊心、自信心和自豪感，道德品质良好，有良好的服务精神，乐于奉献; 热爱祖国，对我友好，有社会公德心和健康的心理素质，有良好的服务精神，乐于奉献 ; (二)遵纪守法，在校表现良好，能起表率作用; (三)学习成绩良好; (四)责任心强，有较好的协作精神，能与意见不同者共事，团结大部分人共同搞好工作。 第二十八条 本章程的解释权属于学生代表大会及其常务代表委员会。 第二十九条 本章程自通过之日起开始执行。 At present, the County personnel totaled 93,000 people, is three times times of 2010.
