黑龙江省农村信用社鹤卡借记卡 黑龙江省农村信用社 鹤卡借记卡章程 第一条 为规范黑龙江省农村信用社鹤卡借记卡的发行和使用～更好为持卡人提供用卡服务～根据《储蓄管理条例》、《银行卡业务管理办法》等有关规定～制定本章程。 第二条 本章程所称鹤卡借记卡是黑龙江省农村信用社联合社受黑龙江省各县级联社,含农村商业银行、农村合作银行～下同,自愿委托～由黑龙江省农村信用社联合社申请统一品牌的借记卡～是向单位和个人发行的具有存取现金、转账结算、消费、理财等全部或部分功能的金融结算工具。鹤卡借记卡按卡片的从属关系分为主卡和附属卡～不允许透支。 第三条 鹤卡借记卡所有权归黑龙江省各县级联社。各县级联社为发卡机构和法律关系主体。依本章程申请取得鹤卡借记卡的个人和单位为持卡人。 第四条 发卡机构、鹤卡借记卡持卡人和鹤卡受理商户应共同遵守本章程。鹤卡借记卡系列下的各卡种～若根据需要特别订立自有章程的～应同时受自有章程和本章程的规范。 第五条 鹤卡借记卡按照发行对象分为单位卡和个人卡。凡在黑龙江省农村信用社开立基本存款账户的单位～凭中国人民银行核发的基本账户开户证明文件申领单位卡～其持卡人由申领单位法定代人或其委托代理人书面指定或变更,个人凭本人有效身份证件申the three.
